政府面臨預算緊縮，許多社會問題因為經費不足無法得到有效之改善，非營利組織僅能仰賴不穩定之捐贈以維持機構營運。在這種雙重失靈之情況下，為了解決現有之問題，新型態之社會投資在近幾年開始崛起，社會效益債券即為新型態之社會投資工具，使社會投資人能將資金進行社會再投資，讓社會投資市場逐漸壯大。SIB依成效償付的機制，讓政府得以延遲給付並將風險轉移至投資人，而多方合作夥伴的關係使SIB方案在執行上得以互相幫助、監督，在解決社會問題上更有效率，並創造更多之社會影響力。
本研究之目的為建構一個適合國內弱勢青年就業之社會效益債券，以改善長年青年失業問題，透過深度訪談及文獻分析法，了解弱勢青年之背景、特性及需求，以發展一套完整的干預措施，並依據干預內容欲達到之目的，設計償付項目以衡量干預對象之績效。 應用社會投資報酬率分析法（SROI Analysis），將弱勢青年就業之社會效益債券在SROI之分析流程中一步步的完成，結合方案帶來經濟面與非經濟面之成果及影響力，計算出預測型之SROI值為3.53元/每一元投入，相較於原政府弱勢青年就業計畫之SROI值為1.49元/每一元投入，SIB方案提供新的干預措施及資金規劃，能為政府節省更多的經費，方案的資金運用亦因為干預對象定著率提升而更有效率。

Due to the tight budget of government, many of the social issues can’t be effectively improved, and non-profit organizations can only maintain daily operations by instable donations. Under the circumstances of this double failure, a new type of social investment has been developed in recent years to solve the existing problems, which is called the social impact bond. By applying this new mechanism of social investment, social investors will be able to take funds back to do the social reinvestment, making the social investment market grow gradually. Adopting the SIB mechanisms of payment-by-result allows the government to defer payments and transfer risk to the investor. The relationship of multilateral partners creates more social impact for SIB program by communicating and monitoring with each other in the implementation. Multilateral partners also help SIB program to solve the problems more effectively.
The purpose of the study is to develop a SIB for the problem of disadvantaged youth employment. Using interviews and documentary analysis to understand the background, the characteristics, and the need of disadvantaged youth for the development of a comprehensive interventions. Base on the purpose of interventions contents, the study also designs the project payment to measure the performance of disadvantaged youth. Finally, the applying of social return on investment （SROI） analysis can combine the project with the economic side and non-economic side of outcomes and social impact, the calculation of forecasting SROI is $ 3.53, compared to former program from government is $1.49, the new interventions and financial planning SIB program provides can save more money for the government and raise efficiency with the better performance of program.
