社群媒體逐漸成為政府與民眾發布或傳遞緊急訊息重要管道。透過傳遞與分享,災害訊息能夠即時且廣泛地擴散。正確訊息的傳遞與擴散對於在重大災害時的防救災工作相當關鍵。2016年2月6日台南地區發生芮氏規模6.4的地震,當時Facebook立刻啟動「台灣南部地區六級強震」的平安通報站服務,提供位於災區的用戶回報自己是否安全,並且將訊息推播、發布於個人動態上讓親朋好友透過臉書訊息的呈現,知道其處於安全狀態。此亦為Facebook首次使用平安通報服務於台灣災害事件上。目前研究現況著重於各社群媒體於災害管理的使用問題與功能。然,運用社群媒體使用者之觀點來探討災害訊息傳遞行為之研究並不多見。基此,本研究欲探討民眾使用社群媒體之災害訊息分享行為,並提出研究問題: 影響臉書使用者災害訊息分享行為的因素為何? 研究結果發現,一般民眾在災害訊息分享上,主要優先考慮之因素為風險認知與訊息品質;對於學生族群而言,除了風險認知及訊息品質外,社會網絡的影響亦納入考慮;若針對非學生族群,除了風險認知及訊息品質外,則須將使用經驗納入考慮。最後,依據資料分析結果梳理歸納出本研究之結論,並提出政府在災害管理與教育宣導之相關建議。
Abstract
Social media has gradually become an important communication tool for the government and citizens in the different types of disaster events . Information diffusion is vital in emergency management process. Through information sharing and transmission, information diffusion about a selected risk activity or disaster event would be spreaded instantly and widely, and the capacity of disaster prevention and relief in an area would enhance. Much has discussed the use of social media in disaster management. However, very few has explored disaster information sharing in the disaster management process base up to Facebook users’ views Hence, this research would explore the disaster information sharing behavior of social media and try to answer the research question: what are the main factors influencing Facebook users' emergency information sharing behavior? Through survey and structural equation modeling analysis, the study found the main determinations of Facebook users’ risky information sharing behavior and points out the suggestions to emergency management.
