資訊科技的變化速度不斷加快、市場趨勢瞬息萬變,對資訊部門而言,環境的適應 力是一個重要的課題。同時,資訊部門身在技術導向的環境中,亦必須確保部門的計劃 或解決方案能符合組織需求,以免造成作法與目標相違背,並造成資源浪費等減少組織 利益的情形發生,即提升部門策略校正能力。本研究以代理理論為基礎,探討有效知識 使用能否同時提升部門策略校正能力和環境適應能力,並試圖以智慧資本為框架找出影 響有效知識使用的因素。測量對象為在資訊部門工作的員工,採集150份有效樣本,並 以實證法研究。研究結果發現 (1) 部門的有效知識使用能顯著提升部門績效; (2) 智 慧資本能正向影響有效知識使用 ; 然而因為員工在處理相對簡單且重複性的工作時, 員工創造力和反思能力並無產生太大幫助,所以無法看出人力資本的影響,而這類工作 因為不需瞭解環境變化,亦無法幫助組織提升環境適應能力。
Abstract
Information technology changes rapidly and the market trend changes faster. To respond quickly, having the ability to adapt to the change is a crucial issue for IS department. When an IS department makes decisions, it is possible that the decision is made only through a technological aspect. This situation may result in the mismatch between the goals of IS department and the organization. Therefore, we defined IS department ambidexterity as adaptability and alignment. This study is based on human agency theory and discusses about whether knowledge use effectiveness can improve adaptability and alignment simultaneously in an IS department. We explored the factors which could positively influence knowledge use effectiveness through the framework of intellectual capital. We conducted empirical research method and collect 150 valid cases. Our respondents are IS department employees in Taiwan. The results of this study include: (1) knowledge use effectiveness in IS department significantly improves IS department ambidexterity; (2) intellectual capital has positive influence on knowledge use effectiveness. However, when employees are processing habitual and repeatedly tasks, IS specialists’ inventiveness and reflectivity have no influence on knowledge use effectiveness. Hence, the relationship between human capital and knowledge use effectiveness does not exist in our study. Furthermore, these tasks do not require actors' sensibility of the changes, iterational knowledge use effectiveness can not improve adaptability.
