2016年6月18日在2016年GOAL 大會期間，中國電子商務線上零售商JD.com生鮮業務部開發總經理Clark Meng指出，中國網購生鮮電子商務正面臨低門檻、競爭激烈、缺乏明確的利潤模型和大量的模仿者四大挑戰，其中大量的生鮮漁產品交貨延遲問題則嚴重影響該公司商譽，尤其是廣州和上海這樣大城市尤為明顯，而類似的投訴同樣在阿里巴巴的網路商城也發生，目前JD公司冷鏈網路2016年在中國已擁有十多個冷藏庫和3,300個轉運貨站，今年(2016)計畫在中國經營點將覆蓋1,000多個城市，據統計送達客戶的水產生鮮產品發生腐敗的原因來自於這類產品的客戶每次只訂購少量的新鮮漁產品，而電子商務公司無法以批量方式來銷售使其降低成本，另一個重要原因是大多數冷藏卡車在交付商品後則回到倉庫待命，使得冷鏈物流產生高成本，因此，在中國生鮮漁產電子商務公司，解決的冷鏈新鮮分銷的問題愈來愈重要。
水產冷鏈營運涉生產因素、市場條件、產業結構與競爭策略相關之網路問題，重點在保證水產供應鏈的質量。基於日本的正櫻蝦冷鏈技術及經驗的不同，日本漁民、社區與該漁業的特性所架構的冷鏈經驗經過長年的修正及改進，最終建立一套有效的可操作性管理模式，而臺灣東港地區正櫻蝦漁業在歷經十餘年的演進之下，所構築的冷鏈建言，可提出臺灣東港正櫻蝦與日本冷鏈的特色，以及未來東港正櫻蝦產業發展與電子商務新技術之可能性，本研究將彙整相關資料歸納之結論，期望可提供目前及未來從事正櫻蝦業者產銷與經營策略，另外期能供各國冷鏈建構或改善管理制度時之參考。

During the Global Aquaculture Alliance (GOAL) conference 2016, Clark Meng, the general manager of project development in the fresh business unit at Chinese online retailer JD.com, pointed that there are four challenges for online fresh e-commerce in China. They are penetration, fierce competition, lack of clear profitable models and numerous copycats. However, Meng may have missed one very critical problem challenge for this industry, which is the cold chain. There was delay in JD’s delivery of commodities on the company’s opening anniversary, which damages JD’s reputation and hinders the development of JD’s fresh food business. Even some customers in such large cities as Guangzhou and Shanghai have received their commodities late. The delay problem is especially obvious in the delivery of fresh food, and Similar complaints can also be found in the stores of the Alibaba platform.
JD cold chain network intends to cover one thousand cities within the year of 2016, while the company owns over ten refrigerated warehouses and 3,300 delivery stations currently. The survey also points out that customers only ordered a limited amount of fresh food each time, so fresh food e-commerce companies can not cut cost through bulk sales. Another important reason is for the high costs is that most refrigerated trucks return to warehouses empty after delivering commodities. Therefore, it in a emergency for China’s fresh e-commerce companies to know how to solve the problems of fresh distribution in cold chain.
In order the ensure the quality of aquatic products, the operations of the aquatic product cold chain should involve production, market, industry structure, and the competitive strategies. Our study aims to take the sakura shrimp fishery in Donggang for example. The cold chain in Japan have been im- proved through the interaction of fishers, communities, and the fishery industry for decades. It ends up with an effective and workable business model. Different from the cold chain in Japan, the sakura shrimp fishery in Donggang, Taiwan have evolved into a new cold chain associated with the Japanese and Taiwanese features. The new cold chain provide a good example for developing the sukura shrimp fishery and the associated new e-commerce techniques. The study aims to achieve the following two goals: (1) provide some business strategies for the sakura fishery industry by summarize the related works, and (2) provide some suggestions for other organizations or countries to build or improve their existing cold chains.
