2015 年10月1日，歐洲聯盟委員會作出決定認定臺灣為可能在對抗非法，未報告，不受規範漁撈行為（Illegal, Unreported Unregulated，IUU）之不合作國家，也就是我們所說的黃牌警告。如果臺灣政府和漁業團體無法按照歐盟的要求，不作積極性重大的改進，我們可能被歐盟認定為對抗IUU之不合作國家，為我們所稱之紅卡。如果發生這種情況，歐盟將禁止臺灣水產品輸往歐盟。不管這些是原材料、半成品或成品，一律不准進口。根據行政院農委會的報告，我們的漁業直接或間接的損失估計將15億美元。

為了能解決這個問題，並克服我們目前遠洋漁業所面臨到的挑戰，在我們的研究中對於歐盟的種種指控與他們關注的議題有著深入的調查。而我們知道我們的政府在漁業行為上的監測、控制和監視（MCS）做得不盡完善。

為了能從歐盟的警告名單中除名，我們研究韓國與迦納兩個曾經也收到歐盟黃卡警告但現已成功解除警告的國家，他們在漁業法規，漁業行為上的監測、控制和監視（MCS）有何新作為。希望此次的研究能對臺灣漁政單位在建立管理機制上能有些許助益。

On October 1st, 2015, European Union made a commission decision on notifying Taiwan of possibility of being identified as a non-cooperating third country to combat Illegal, Unreported, Unregulated (IUU) fishing activities and that is what we call Yellow card warning. If Taiwanese Government and fishing society are not able to follow EU’s request and do great improvement, we might be identified as a non-cooperating third country to fight IUU fishing activities of what we call red card. If this will happen, Taiwanese aquatic products will be banned to export to EU, no matter these are raw materials, semi-processed or finished products. According to the report of Council of Agriculture, Executive Yuan, the amount of economic value for fishing industry impacted directly and indirectly will reach USD1.5 billion per estimation.
In order to solve the problem and overcome the challenge for our distant water fishing industry, we need to know the reasons and investigate further what EU complains and what their concerns in the statements of decision are. Finally, after the study, we know our government is not doing very well in Monitor, Controlling and Surveillance in our fishery policy and operational system.
To lift our name from EU’s warning list, we intend to follow what Korean and Ghanaians who were used to receive yellow card warming and be deleted from the warming list due to very successful MCS measures. We investigate very far further and deeper and hope the survey might do a little contribution to Taiwanese fishery authority when they set up the regulations.
