隨著資訊與通訊技術的發明與應用，全球進入數位資訊時代，產業的競爭環境也變成全球化的市場。為了因應快速變動的需求，藉由資訊科技的持續創新，驅動著企業重新構思其企業流程並進行資訊系統的再造整合，以獲得大躍進式的改善，使得企業能順應外部環境的快速變遷。
各國政府積極運用資訊科技來打造「電子化政府」，對外以提升國家的國際競爭力，對內則提高人民對政府的服務滿意度以及政府機關的作業效率。本國政府開始推動「電子化政府」，從網路的基礎建設的建立和網路應用服務的推廣，以提供給全國民眾無縫隙的政府優質服務。電子化政府的推動實際上也成為政府機關流程與組織再造的動力。
本研究選擇以稅務機關為研究個案，在為了提升對民眾的服務滿意度以及內部作業的行政效率下，賦稅機關如何利用資訊科技來配合其內部流程的改革，以進行資訊系統再造以提升效益與競爭力。透過其系統規劃與實作建置上的分析研究，可以提供未來資訊人員在大型軟體開發專案規劃上的參考與依據。

With the invention and application of information and communication technology, the world has entered the age of digital information, and the competitive environment in each industry has become the globalized market. In response to rapid changes on demand, by continuous innovation in information technology, driving enterprises to rethink business process reengineering and integration of information system to achieve dramatic improvements, making enterprises can adapt to rapidly changing environment.
Governments actively use information technology to create “e-government”, in order to enhance the international competitiveness, and improve the operational efficiency of the public’s satisfaction with government services. The government began to promote the “e-government” starting from the establishment of network infrastructure and the promotion of application services, to offer the public seamless services. Promotion of e-government has become the driving force of government agencies process and organizational reengineering.
This study chose tax authorities as the subject of case study, in order to improve for the public’s satisfaction and efficiency of the internal operation, how tax authorities use information technology to meet its internal processes, for information system reengineering to improve efficiency and competitiveness. By analyzing through its system’s planning and implementation, reference and basis on the future of large-scale software development and project planning can be provided.
