青少年高失業率是近幾年愈來愈被重視的社會問題，政府投入大筆經費在教育活動上，但往往成效不彰。青少年的失業問題主要分為兩個部分，20到24歲失業的青少年，主要面臨的是結構性問題，包括學用落差、就業機會有限等等的政策面和制度面的問題。而造成15至19歲青少年失業的原因很大一部分是家庭因素和個人因素，相較之下，想有效解決15至19歲青少年的失業問題是比較可行的。本研究引入國外社會效益債券(SIB)來發展國內青少年就業輔導的服務模式，希望能夠協助解決目前15-19歲青少年的失業問題。
SIB是績效付費(Payment by Results)、以結果(Outcome)為基礎的訂約方式下所發展出來的合作模式，由多位利害關係人組成共同來解決目標社會問題，達到最初訂約所設定的目標結果。本研究先以深度訪談法對國內兩大青少年就業輔導方案作資料蒐集，接著規劃青少年就業SIB的計畫內容，運用成本效益分析法與目前政府所推行的青少年就業輔導方案作比較，最後會決定出哪一種計畫相較之下可以讓投入的資金產生最大的效益，對政府希望解決青少年失業問題有更多的助益。

High youth unemployment becomes a social problem that we pay attention to these years. The Government has spent a lot of money on educational activities but lack of return. The problem can be separate into two main parts. The one occurred between the age of 20 to 24 mainly confront structural problems after they graduate from high schools or universities since the knowledge they learned doesn’t fit employers’ needs causing limited job opportunities. While the other one is found between the age of 15 to 19 with family and individual factors are the reasons that result in their unemployment. In contrast with structural problems, it seems rather reasonable to solve the problems of family or individual effectively. The study will introduce Social Impact Bond (SIB) to apply to Taiwan’s youth employment consulting projects to try to solve the problems.
SIB is a cooperative model based on Payment by Results or Outcomes that consists of multi-stakeholders to address the target social problem and meet the goal set in the contract. The study collects executive details of the biggest two projects in Taiwan with in-depth interviews. The study will use Cost Benefit Analysis(CBA) to evaluate the SIB project and other projects executed now in Taiwan to find out which project can produce benefit effect more efficiently.
