本論文利用一簡單的二國一獨占廠商模型，來探討在政府對允許平行輸入與否的態度、是否課徵反傾銷稅之情形下，對廠商品質決策的影響，進一步討論在最適社會福利下，政府決策的選擇。在不存在平行輸入的情況下，獨占廠商通常會依照國際市場環境差異的情況實施差別取價，廠商最適的產品品質水準與二國之平均市場規模及市場規模分散程度成正相關；而在存在平行輸入的情況下，廠商最適的產品品質水準與二國之平均市場規模成正相關，而與市場規模分散程度無關，且與不存在平行輸入的情況下相較，廠商提昇品質水準的意願降低。另外，在製造商母國政府對平行輸入的態度及對手國政府對廠商課徵反傾銷稅與否，二種情況均會使廠商產品品質產生變化，本文即進一步探討，生產廠商的母國政府及進口國政府在考量最適社會福利下，對平行輸入及反傾銷稅政策之態度。
