塑膠袋是不易自然腐化的產品，其處理方式包含了掩埋和焚化兩種方法，而這兩種處理方式又常常產生污染，所以應當尋求有效減少民眾使用塑膠袋次數之策略，以減少對環境的傷害。隨著台灣的經濟起飛，台灣人的消費能力倍增，帶來的後遺症便是垃圾量的增加，而且垃圾當中有高達21%為塑膠類的垃圾。本研究從民眾塑膠袋消費行為的角度，去探討政府試辦塑膠袋回收政策的情況。本研究透過計劃行為理論和文獻回顧，擬出結構式問卷，並調查313位高雄市及台中縣市的受測者，探討乾與溼不同處理方式縣市間的差異，並以層級迴歸 (hierarchical regression)進行分析。結果，在階層一只有年齡對塑膠袋回收行為有顯著影響 ( β = .14；p＜ .05)，表示年齡越大越會回收。在階層二，再加入態度、主觀規範和PBC後，模式的解釋力有顯著的改善(ΔR2 = .16)，但是年齡反而變得不顯著，而且9萬以上的收入族群與4~6萬的族群間有顯著差別( β= .14；p＜ .25)，態度( β= .27；p＜ .001)和知覺到行為控制的影響( β= .21；p＜ .01)則非常顯著。為進一步探討原因，將年齡和計劃行為理論的三變數間，以相關性的統計方法找出線索，發現年齡和知覺到的行為控制(PBC)有相關性(r = .12)，即年齡越大的人PBC越強，因此，加入TPB三變數後，年齡對「塑膠袋回收行為」的作用變的較微弱。
