隨著全球化與科技化兩股力量的推進，二十一世紀的經濟型態已轉變為以創新為主的知識經濟型態，「全球思考、在地行動」更成為二十一世紀之主流思維。發展文化創意產業對於台灣來說是產業轉型的新契機。
為了對文化創意產業與地方經濟發展二者間關係有更深入瞭解，本研究將「地方」選定高雄市作為研究範圍，以充分瞭解實際該地方之經濟發展現況。本研究目的在探討台灣文化創意產業發展現況，需要建立哪些文化創意指標？期待透過文化價值來展現國力，並帶動經濟轉型及發展。
本研究首先透過國內外相關文獻的探討，歸納出適合高雄市文化創意產業的主要構面及相關發展策略，之後結合相關單位、民間團體、專家學者，利用修正式德菲法專家問卷調查，來達成產、官、學三方面在文化創意產業策略上的共識，研擬出適合高雄市文化創意產業發展策略，而後運用探索性因素分析進行實證研究，研究結果顯示，高雄市文化創意指標應具備「文化交流」、「文化認同」、「文化資產」、「文化內涵」四個構面下發展，提出具體策略及建議，期能為高雄市政府未來作為決策之參考。

With the advances of globalization and technology improvement, the twenty-first century economic patterns have been transformed into an innovative knowledge-based economy style. The idea of “think globally, act locally” has even become the mainstream of the twenty-first century thinking. Development of cultural and creative industries is a new opportunity for Taiwan's industrial transformation.
In order to gain further insight of the relationship between cultural and creative industries and local economic development; this study will define the concept of “region or area” as the county level, and only selects Kaohsiung city as the study field to fully understand the current economic situation of Kaohsiung. This study aims to investigate the status of the development of cultural and creative industries in Taiwan, and try to identify the indicators for cultural creativity. The results may show through cultural values of our own, and how to promote economic restructuring and development.
This study reviews the related literatures and summarizes what strategies Kaohsiung needs to develop cultural and creative industries. The Modified Delphi Method in the surveys toward a group of specialists from the industry, government and academic sectors can absorb the different opinions and form a consensus. Furtherly, the exploratory factor analysis (EFA) is also used and the results help us to develop suitable Kaohsiung cultural and creative industries development strategy. It shows that the indicators of Kaohsiung’s development on cultural and creative industries should be consisted of “cultural exchange”, “cultural identity”, “culture assets” and “cultural connotation” these four dimensions.
