摘 要
本文以台灣從1974年成立工研院電子所到1994年次微米製成技術完成這段期間的半導體產業發展為例，來說明台灣在企業規模較小的情形下，採取與政府投資、以半官方性質工研院為橋樑合作研發的產研合作模式的成功因素。本文以Aoki（2001）的資訊處理模型為基礎，共分為兩個部分。第一個部分是建構產研合作的組織形式，來分析我國在面對快速變化的技術環境時產研合作所佔的優勢；第二個部分則是建立一個統理機制的時間流程（Time Line），來討論在政府資金支持的統理機制下，對企業行為產生的影響。結論發現，我國產研合作的形式具有充分的彈性，可以隨時應付技術多樣化的變遷，再加上產品有模組化的趨勢，使得我國廠商可以在標準化的介面下發展出自己產品的特色來因應顧客及市場上的需求。此外，在政府資金支持下，研發聯盟的廠商在參與工研院計畫時，同步研發及自行研發的程度越高，對產研合作會有較大的正面效果；而由於半導體產業是持續「燒錢」的行業，光是靠政府的資金支持是不夠的，未來吸引其他資金的流入才是能使半導體產業開花結果的重要因素，因此「信譽效果」的存在會使半導體產業投入更高程度的研發來吸引民間資金的流入。
