小島豐富具特色性的自然景觀與資源常成為觀光發展重要的區域。繁盛的觀光產業同時帶來效益與衝擊，特別是因應觀光發展而成的住宿需求，快速成長的住宿需求與住宿型態的轉變，對棲地環境有一定程度的影響。小琉球為台灣一熱門觀光發展小島，島上因應大量觀光人數增加產生不同相對應觀光設施。本研究以小琉球快速民宿發展與棲地的關係作為個案研究，藉由文件分析、問卷與訪談、現場觀察及資料庫與圖檔分析等質性研究工具，分析快速增加的民宿現象是否會影響到自然棲地以及觀光快速發展下棲地的經管規則與制度是否齊全。
經採樣分析後，小琉球棲地可分為原生、次生、農墾地及人為四種。本研究利用三種不同切入面向來釐清民宿快速發展現象與棲地衝擊關係。首先敘述島上民宿發展狀況，接著以空間及時間軸作為棲地衝擊的變數作分析，再針對棲地經管制度做論述，最後得知目前觀光快速發展尚未對小琉球原生自然棲地產生明顯衝擊，其原因主要仍在於環境中的構成因素多數民宿皆建構於聚落內，其次亦因敏感之原生自然棲地面積占所有棲地之總面積比例甚小，開發之行為多建立在非自然棲地上。因此，制度面上除了物種、棲地相關保育法規有明確執行外，衝擊源之經營管理及土地等正式法規，目前，也能有效維護自然棲地的完整。但非正式規範(風水信仰)扮演了目前與未來小琉球棲地維護經營功能角色。

Small islands are usually importantly developmental areas of tourism, where the natural resources are abundant and characteristic. A fast growing tourism in an island can make a lot of impacts to natural habitats, especially from the land use of new accommodation buildings. Hsiao Liuqiu island (HLQ) has become one of the examples of fast tourism impacts in Taiwan in the last decade. So, this study focused on providing possible explanations how and what the impacts on land use made by fast growing tourism. Qualitative research methods, such as documental analysis, questionnaires survey, interviews, in situ observations and spatial analysis were used in the study.
Comparing with four types of habitats, i.e., primary, secondary, farming and human-made, the analysis included three facets of explanations of the relationship between the accommodation fast growing and the impacts to habitats, i.e.,
(1) Development of the accommodation.
(2) Spatial distribution of the impacts from land use.
(3) Temporal distribution of the impacts from land use.
At the last, the results showed the natural habitats in HLQ island seems not to be impacted seriously after five years fast growing on numbers of the accommodations. This study also examined the institutional arrangement for managing the land use. From the interviews and questionnaires, the study concluded that institutional arrangement, including of formal land use regulations and informal norms had played an important role to prevent the impacts.
