中文摘要
利物浦面臨產業因時代演進沒落,所衍生的各種經濟與社會議題,成了利物浦當局如何有效回應工業遺址地區再生需求的考驗。由於尊重在地文化脈絡或貼近在地未滿足需求的規劃觀點鮮少凸顯出來,因此本文連結社會創新與空間文化觀點,以個案研究法探討利物浦2008歐洲文化首都活動,如何建構在地所需的發展能力與提升在地文化資源,增加文化城市所需的文化活力,透過蒐集相關次級文獻資料,並從「社會創新涵義」、「空間文化意涵」、「社會創新發展面向」三個構面,分析利物浦2008歐洲文化首都的規劃與活動歷程,從中探討社會創新與空間文化規劃要素,如何影響利物浦的社會議題與經濟發展問題,從此方向進行探索性研究。本文得到的結論有:﹝1﹞利物浦2008歐洲文化首都以兼顧社會目的的經濟發展方式作為前提,將文化展演與創意產業作為推動城市經濟發展與社會融合的途徑﹝2﹞利物浦當局以開放性的文化參與方式,紮根文化素養,長期深耕文化立市的願景,打下城市良好的文化發展基礎﹝3﹞利物浦文化再生工程具有多重的社會創新類型,分別在跨網絡組織管理、社會關係賦權、社會共識凝聚、社會經濟方面發揮影響性。利物浦2008歐洲文化首都活動作為帶動城市的經濟活絡與成長策略,整個活動歷程成為發展文化城市所需之文化資源的能力建構歷程,回應永續城市經濟與社會發展的需求。
Abstract
Regarding to the issue of manufacturing decline and loss of advantage of seaport in the international economic, causing various economic and social problems, it developed into a complex issue to Liverpool city. Regenerating the industrial landscape and turn into resource to culture tourism and creative industries is top of the agenda to Liverpool. This paper use points of social innovation and cultural meaning of space to discuss Liverpool ECoC 2008 due to a less discussed viewpoint of respect to culture context and focus on unmet needs. To explore how Liverpool build capacity development and improve culture resource to meet the city vision: The world in one city. This paper introduce three dimensions: social innovation implication, cultural meaning of space and social innovation approach to discuss social innovation phenomenon and to perceive how Liverpool changed culture into key resource to urban regeneration and how culture affect social innovation, by grounding on the literature to the programme and the progress of Liverpool ECoC 2008. Purpose is to research how culture-led social innovation approach affect the regeneration in Liverpool. The conclusions are as the following:﹝1﹞To see Liverpool ECoC 2008 as a way to drive the development of creative industries and to improve social inclusion. Liverpool city council give consideration to both social purpose and economic development.﹝2﹞Open to public access in participation and in planning is the groundwork for good city culture development in order to root cultural awareness. ﹝3﹞The regeneration works of Liverpool ECoC 2008 have multiple social innovation types, such as cross network organization management, social empowerment, social cohesion and social economic. Liverpool ECoC 2008 as a way to build cultural capabilities to achieve long-lasting cultural and economic benefits.
