「官僚」二字很常出現在我們的生活,每當到政府單位辦事情的時候,只要對方處理上不通情達理,認為他們在刁難的時候,我們都會批判這是很官僚的作風。除了在一般生活會遇到這種狀況之外,是否在藝術界也會遇到到同樣的情形呢?台灣目前可以使用的大型表演場館大部分都還是由政府單位所管轄,藝術團隊在使用場館時,或許會遇到因場規而無法使用時,場館如何從中協調是值得探討的課題。在官僚系統之下劇場管理人員成了重要的一環,場館領導人的領導方式成了關鍵因素。本研究為質性研究,透過觀察及深度訪談,去分析E文化中心劇場領導與部屬之間的關係、組織文化及E文化中心劇場管理方式為何?
研究發現,E文化中心劇場領導人與部屬之間的關係相當密切,在工作上,領導人給與部屬很的發揮空間,並且會為部屬著想,適當的分配工作給每位部屬。組員與組員之間也會互相協助與支持,研究者認為因為這樣的關係,該組織在管理上採取絕對開放並且自由的管理方式,即便官僚組織,但在管理上並非採取官僚式的管理。
研究者對領導與後續建議如下,領導者應有更明確的賞罰分明;組織成員之間應要去嘗試化解之間的疙瘩以利組織的後續發展。針對後續研究則建議可對外擴展訪談對象,如其他部門之主管、長官等,亦可與多個場館進行比較,從中找出其共同優點及缺點以做為互相學習及互補之參考。
Abstract
The word "bureaucrat" often appears in our lives. Whenever we act in the government agencies, we criticize this as a very bureaucratic style as long as the other parties deal with unreasonableness and think that they are making things difficult. In addition to the general life will encounter this situation, whether in the art will encounter the same situation? Most of the large-scale art center currently available in Taiwan are still under the jurisdiction of government. When the venues are used by the arts teams, they may encounter problems due to the lack of rules and regulations. How the theater staff can be coordinated is a topic worth discussing. Theater staff have become an important part of the bureaucracy and the management has become a key factor. This study is a qualitative study, through observation and in-depth interviews, to analyze relationship between leader and subordinate, organization culture and the management.
The study found that the relationship between leaders and subordinates in E Art Center theater is quite close. In the work, the leaders give space to the subordinates, and they will give their subordinates the thought and appropriate distribution of work to each subordinate. Researchers believe that because of this relationship, the organization adopts an absolutely open and free management approach in management. Even bureaucratic organizations do not manage the bureaucratic management.
According to the results of the study, provide some suggestions. The leader should keep strictly the rules for reward and punishment. Organizational members should try to resolve the problem between the knots of each other for the future development of the organization. For the follow-up study, it is suggested that the interviewees can be extended externally, such as supervisors and officers of other departments. They can also be compared with other centers to find out their common strengths and weaknesses as references for mutual learning and complementarity.
