在國際海運蓬勃發展的今日,轉型成為生態港、綠色港已成為國際港埠發展的趨勢。高雄港現今已取得歐洲海港組織的EcoPorts生態港認證,成為亞太地區第一個生態港,然而高雄港作為國內綠色港埠的先驅,綠色港埠政策是否能提升高雄港之競爭力成為港埠營運者關切的議題。
本研究目的為透過文獻探討,分析國外成功綠色港埠案例以及結構方程模式應用於競爭力之文獻,建構綠色港埠環境評估指標架構與綠色港埠政策對競爭力影響之模式,並調查高雄港權益相關者之意見,分析綠色港埠各項指標對港埠競爭力之影響關係。
實證上,本研究以AMOS軟體進行統計分析。研究結果得知,港埠內部環境措施對港埠外部綠色合作、港埠內部環境措施對綠色績效、港埠內部環境措施對競爭力、綠色績效對競爭力,以上皆具正向影響,而港埠外部綠色合作對綠色績效不具顯著影響,港埠外部綠色合作對競爭力則是負相關。根據上述結果能作為港埠營運者、管理機關檢視港埠競爭力之參考依據。
Abstract
In today’s booming international shipping, green ports have become an international trend in the development of ports. The port of Kaohsiung has obtained the EcoPorts certification, becoming the Asia-Pacific region's first eco-port. However, as a pioneer green port in Taiwan, the question whether the green port policy can improve its competitiveness has become a topic of concern for the port operators.
The purpose of this study was to explore, through a literature review, an analysis of foreign successful cases, and the development of a structural equation modeling framework based on stakeholders’ views, the influence of green port policies on the competitiveness of the port of Kaohsiung.
The model was built using the AMOS software. Results showed that the internal environmental measures are positively associated with external green collaboration, internal environmental measures are positively associated with green performance, internal environmental measures are positively associated with the competitiveness of the port of Kaohsiung, green performance is positively associated with the competitiveness of the port of Kaohsiung and external green collaboration is negatively associated with the competitiveness of the port of Kaohsiung. It is hoped that the results of this study can be used by port operators and port management authorities.
