摘 要

戰略的基礎和根基是思想文化，而戰略思想最終融會於一個國家或民族思想文化的發展歷史中，由此，戰略思想也是一種文化，戰略思想的發展是一種文化現象，思想文化與戰略相結合，構成普遍意義上的戰略文化。戰略文化是在一定的歷史和民族文化傳統的基礎上，所形成的戰略思想和戰略理論，並以這種思想和理論指導戰略行動和影響社會文化與思潮，具有觀念形態、歷史繼承性、國體與區域特徵等屬性，是製定現實戰略的潛在意識和歷史文化情結。
中共戰略文化同時受到傳統戰略文化，特別是儒家思想的影響，以及現實主義的認證，因此，較難歸納是愛好和平或好戰，其戰略文化應是包含愛好和平與好戰兩種建構，兩種思維辯證模式也彼此共存，而形成「防衛學派」的戰略文化。
孫子曰：「知彼知己，百戰不殆」，由於戰略文化所反映的是戰略社群所共有、共享的認知和價值觀，會影響決策者的戰略決策模式、戰略偏好及使用兵力解決爭議的傾向。因此，我們對中共戰略文化的形成來源可以清晰的了解到，中共戰略文化特質乃承襲自中國傳統戰略思想中的備戰、慎戰、義戰、防禦、謀略思想和重視尊嚴的特性。
中共的戰略文化是現實政治思想的基調，其軍事思想在毛澤東時期早已成形，雖然歷經不同階段領導人的詮釋，但仍充滿中共社會主義的特色。從變遷的角度檢視中共戰略文化的當前發展，以傳統特徵的觀察與描述，透過對諸多影響因素的分析，方能理解中共戰略文化的結構性變遷。中國的儒家思想就好比美國的自由主義，只能算是煙霧彈，領導人既可以如理想主義者高談闊論，又可以如現實主義者一樣行動。

Abstract
Foundations of Strategy is thought culture, strategic thinking will blend into the development history of a country or national culture of ideas. Thus, strategic thinking is a cultural. Development of strategic thinking is a cultural phenomenon. Thought culture combine with strategic thinking constitute the general sense of strategic culture. Strategic culture is built on a certain historical and cultural traditions of the nation to form the strategic thinking and strategic theory. The idea and theoretical guide strategic actions and impact the social culture and thought. Have ideology, Historical inheritance,、State system with regional characteristics and other attributes will enact a subconscious and cultural complex of historical of realistic strategy.

CPC strategic culture is by both traditional strategic culture, and the impact of realism, especially Confucianism. Therefore, more difficult to generalize is peaceful or warlike; its strategic culture should be included peaceful and warlike two kinds of construction. Both dialectical mode of thinking is also co-exist with each other, and forming the“defense school”of strategic culture. Sun Tzu said:“Know yourself and know your enemy, and you will never be defeated.”Because strategic culture is reflected in the strategic community in common, shared knowledge and values, will affect the decision-makers of the strategic decision-making model, strategic preferences and use of force to resolve the dispute tendencies. Therefore, we clearly understand the formation of strategic culture CCP sources. CCP 's strategic culture trait is following the Chinese Communist Party's traditional strategic thinking to military readiness,、cautious in war, righteous wars, defense, strategic views and Pay attention to the dignity of the characteristics.

CCP's strategic culture is realistic tone of political thought. Their military thinking has already formed in the Maoist period. Although through Interpretation by the different leaders, but still full of character Communist Socialism. That can understand the structural changes of the CPC Strategic Culture from View current development of the CCP’s strategic culture from the change the angle of view. By the traditional characteristics to observed and describe. Through analyze the complex effecting factors. China's Confucian like American liberalism, can only be regarded as smoke bombs, such as the leaders of both idealists talk, as well as they can act as realists like.
