在各種災害應用上，時間的緊迫性和快速的通報，成為一個重要的課題。有時候災害不僅僅是等待公務警務機關的通報，還需要民眾相互間的通知和顯示，如此才能快速的避開緊急災難，讓民眾增加存活的機會。
有鑑於以上的實務方面研究背景說明，本研究希望能夠架設一個APP，其作用是能夠在民眾發現疑似緊急狀況發生時，能夠產生一個緊急互助的系統，當狀況發生時能夠讓民眾透過手機、網站、平板達成互相通知、暫時遠離現場、追蹤目前狀況的系統。

It is very important about timing in any kinds of Disasters. Sometimes public alerts is not enough quickly for informal government institution. This research is for masses of the people to report disaster emergency immediately. Can let public to avoid disasters locations and survive.
This thesis is building Android APP and website for public to report their emergency locations. Therefore, people can use their cell-phone, website, and tablet to step away dangerous locations.
