本研究以我國20個地方政府作為DEA分析之決策單元，透過DEA模型之建立，評估各縣市之經濟發展效率和生產力變動，實證之資料主要以2011年至2014年政府部門網站之公開資訊及統計數據為主。由於地方政府涵蓋的自治項目相當多元，且地方政府的服務產出具有多元化且不易量化的特性，在選取變數的過程中，要全方位涵蓋所有層面實屬不易，然而國家總體經濟已有許多衡量指標如國內生產毛額等，而衡量不同縣市所存在的區域經濟差異指標則相對較少，故本研究聚焦在地方政府的經濟發展的層面，建立地方政府之財務投入與經濟產出進行效率分析。DEA模式採用視窗分析，視窗分析除了可以解決受評單位數目太少，無法執行DEA基本模式所產生的問題之外，亦可進行受評決策單元的跨期效率比較，並結合麥氏生產力指數分析四個年度的生產力變動，最後根據實證分析的結果提出當前管理改善之意涵及後續研究之建議。

Using data from 20 local governments in Taiwan as the Decision Making Unit in data envelopment analysis (DEA), this research evaluates the efficiency of economic development and productivity change of local governments with the DEA models. The empirical data and statistics are mainly from the governments’ websites from 2011 to 2014. As local governments are responsible for a wide range of services, and the characteristics of service output are diverse and difficult to quantify, it is unlikely to put an all-round perspective owing to an immense number of variables. However, while some measurement indices, such as the GDP, are methods to evaluate overall national economy, there are lesser indices to assess regional economic disparity among different counties and cities. Therefore, this research, focused on economic development of local governments, uses an efficiency analysis of financial input and economic output. The DEA models adopting the Windows Analysis, not only solves the problem caused by failures to execute the basic DEA models due to insufficient Decision Making Units, but is suitable for cross-period efficiency comparisons in the Decision Making Unit. The analysis also combines with the Malmquist Index, to evaluate the productivity change in four consecutive years. In the end, based on the result of the empirical analysis, this research proposes methods to improve current management and makes suggestions for further studies.
