觀光遊憩市場的供需雙方分別為觀光遊憩業者和遊客，觀光行為和應運而生的開發建設及其它經濟活動，會引起負外部性問題和衝擊生態環境永續發展。本文旨在探討一個資源有限的自然景觀區內，政府官員面臨觀光發展衍生的負外部性成本和遊憩承載力問題，必需對景區制定遊客總量管制時，在個人抱持最適福利、極大化支持和極大化選票三種相異的政治目標下，何種關鍵因素將影響管制政策的決定。

The supply side of tourism and leisure market is tourism industry, and the demand side is visitors. Visitor behavior and related land development will cause negative externality and impact sustainable development of natural ecosystems. This article focuses on if a scenic spot has finite resource, the regulator has to control quantity of visitor due to negative externality and recreational carrying capacity, what is the crucial factor to influence his decision making of regulation with different political goals.
