進入二十一世紀後，中國大陸對於國際機制和國際組織的參與率迅速增長，尤其是安全和經貿議題。從發展領域的中非合作論壇、安全領域的上海合作組織到金融領域的亞洲基礎設施投資銀行，這些都是中國大陸積極創建並主導國際機制，不難看出，中國大陸從曾經對國際機制的排斥到如今的積極參與甚至創建。
中國大陸為什麼從最初疏離國際機制，發展到積極主導和推動國際機制？中國大陸領導的國際機制主導國為什麼能受到成員國的歡迎和支持？作為一種國際秩序安排下的國際機制究竟是新自由主義所說的貿易公共產品，還是新現實主義所言的主導國的權力工具？近些年在國際事務上「動作頻頻」是否意味著中國大陸要取代美國成為國際機制的規則制定者？關於中國大陸與國際機制之間的關係，是一個較為複雜但又非常重要的研究議題。本文試圖從國際機制的理論角度回答以上問題有助於厘清中國大陸與國際機制之間的關係。
中國大陸參與國際機制乃至創設新的國際機制並非替代現有的、美國主導的國際機制，本文認為當今的中國大陸更多的是國際機制的參與者，或者說是處於參與者到規則制定者的過渡階段，對於現在的中國大陸而言，如何利用或改革現有的國際機制來實現自己的國際利益才是關鍵，中國大陸的實力只能使其獨善其身，而非兼濟天下。

After entering in twenty-first Century, China, has participated in international regimes and international organizations, especially those the security and economic issues, in the rate of the rapid growth. China has actively created and dominated many regimes, for the field of development, the Forum of China Africa Cooperation, for the security, Shanghai Cooperation Organization, and for financial part, Asian Infrastructure Investment Bank. Beyond question, China is currently involving in international regimes, while it was once marginalized by international society.
Why does China change its attitude towards international regime? Why those regimes which are created and led by china are welcomed by other counties? As an international order, is the international regimes the trade goods of the new liberalism, or is it the power tool of the dominant country described by the new realism? Does it mean that China will replace the United States as a rule maker in international affairs in recent years? The issue on the relationship between China and international regimes is a complicated and important research issue. This thesis will attempt to solve those questions above from the perspective of international regimes. Thus, it will help us clarify the relationship between China and international regimes.
Those regimes, which are created or led by China, do not replace the existing international regimes which dominated by United States. This thesis redeems that today’s China is rather a participant than a rule maker of international regimes. Or in other words, China is in the transition period from a participant to a rule maker. For China, at least now, how to develop itself in the force of international regimes is the point. China is not as strong as a rule maker to solve world issues.
