「游離選民」（swing voters）是指那些不喜歡黨派鬥爭、不盲目遵循黨派路線、不願意承諾投票給任一政黨的選民，即使候選人盡力去說服仍然難以拉攏的一群選民。因為游離選民存在矛盾心理，即使到投票日當天投票選擇也可能是不明確的。游離選民存有矛盾、跨黨派、捉摸不定的特性，所以他難以預測。
台灣選舉研究集中於中間選民、獨立選民、分裂投票等議題，尚未出現探討游離選民文章，鑑此，本論文以William G. Mayer（2007）描述研究方法為基礎，以「情感溫度計」（Feeling Thermometer）描述台灣游離選民；另一種定義以選民投票穩定度來描述台灣「黨派游離選民」（party switcher），比較游離選民與黨派游離選民的差異。
根據「2008年台灣選舉與民主化調查：民國九十七年總統選舉面訪案」的資料分析，本文指出，在統獨立場、政治關心度、陳水扁總統施政評價與台灣未來評估等面向上，兩種定義下的游離選民圖像是一致的。兩者主要的差異是游離選民多是泛綠支持者、且較為年輕。黨派游離選民則多是泛藍支持者且女性為多；相較於非黨派游離選民而言，黨派游離選民的教育程度較低。
美國游離選民甚至在人口特徵上並無前後一致的特性，只能針對游離選民歸納出最大共通點：「意識型態屬中間派者、較無黨派傾向、對政治較少興趣、在選舉相近的支持率下，游離選民成為競選關鍵」；對照我國的游離選民「意識型態屬中間派、對政治較冷漠」；不同的是，游離選民仍有政黨認同的傾向，且2008年選舉游離選民的影響力很小，並不構成選舉的關鍵選民。
