金三角是世界上最主要的毒品產地之一，其主要生產毒品鴉片、海洛因以及安非他命等類毒品，隨著中國與東南亞地區吸食人口不斷的增加，以及愛滋病感染的擴張，對於區域的安全造成甚大的威脅，在此情勢之下，1990年代初期，中國開始與東協國家展開相關的反毒合作。
對於國家之間合作的探討，國際關係理論有不同的觀點，本文以新自由制度主義的觀點，來檢視中國與東協國家的反毒合作。中國與東協國家的反毒合作建立在三個層次的框架中:東協與中國禁毒合作行動計畫、大湄公河次區域合作、與金三角國家的雙邊合作，此三種合作機制，大致具備新自由制度主義的建制內涵。國家之間能基於絕對利得的考量，形成合作關係，建制的功能亦能促進並維持合作關係的持續；同時，中國提供公共財，並領導金三角國家打擊毒品犯罪，雖不能認定中國在合作關係中扮演霸權的角色，但卻有助於合作關係的維繫。
從合作的成效來觀察，本文以鴉片的種植面積、毒品的破獲量、聯合緝毒合作案例以及替代發展等四項指標，來檢視合作關係的成效，各項指標都能證明中國與東協國家的反毒合作，呈現一定程度的成效，然而禁種鴉片所帶來的經濟與生計上的衝擊，各國對合作的投入不一，加上隨著國際鴉片價格的飆漲，以及緬甸內部衝突的持續，使得鴉片的種植死灰復燃；同時，合作建制缺乏懲罰機制，單憑成員國對於建制規範的自願順從，而無強而有力的約束性，將使合作關係未來的發展，面臨極大的挑戰。

Golden Triangle is one of the most important illegal drugs production areas in the world. It produces opium, heroin and amphetamine etc. As the increasing of addiction population and expansion of HIV infected China and South East Asia, it threats the security of the region greatly. In 1990 era, China and ASEAN began to engage in the relationship of anti-drugs cooperation.

As to the issues of cooperation between the national states, the international relations theory has different perspectives. This thesis uses the neoliberal institutionalism perspective to analyze the cooperation of anti-drugs between China and ASEAN states in the frame of three levels: ACCORD, the cooperation of Greater Mekong Sub-region and the cooperation of bilateral relationship. The three cooperation mechanisms mostly possess the contents of international regime which the neoliberal institutionalism had defined. The cooperation’s of China and ASEAN states were reformed based on absolute gains, and the function of regime could promotes the sustainability of cooperation. Meanwhile, China provided the public goods for the cooperative countries. It facilitates the cooperation of attack against the drugs crimes, although it can't assert China plays the Hegemony in the case.

The thesis examined the effects of cooperation in four indicators: the cultivation of opium, the seizures of drugs, the cases of law enforcement and alternative development. All of the indicators reveal some certain effects of the cooperation. However, the damages of economic performance and livelihoods that the opium ban brings, the varied magnitude of inputs of cooperative countries, the rising price of opium in international market and the conflict inside the Myanmar have made the opium cultivation and production began to revive. Meanwhile, the cooperation regimes lack the mechanism of punishment. Without the combination, many challenges in anti-drugs cooperation between China and ASEAN states remain. The development of cooperation would be difficultly in the future.
