本研究以醫院高階主管管理才能發展為主題,採功能法之觀點,應用能力模式之概念,並藉由文獻回顧、深度訪談與問卷調查之方式,探討醫院高階主管的管理才能發展所從事的重要醫療管理活動與所需具備之管理能力。研究結果顯示,醫院高階主管認為重要以及非常重要之管理活動包括:激勵鼓舞士氣、設定醫院願景,重要任務與策略規劃、危機管理、重要高階的招募與評核、塑造組織文化及維持正面的道德、訂定醫院價值,市場定位及長期目標、尋求多樣創新資訊,並進行醫院標竿學習、資源配置與評估醫療環境與市場機會;而醫院高階主管認為重要的前五名管理能力分別為:分析判斷能力、領導統御能力、溝通協調能力、系統思考能力、規劃組織能力。藉由管理活動與管理能力之關聯矩陣之比率分析,本研究進一步整理出醫院高階主管在執行相關醫療管理活動與所需具備之管理能力。本研究成果除可供醫院高階主管於訓練或升遷時,其能力考量之依據外,亦可對醫院高階主管長期之專業才能發展提供有效的建議與具體實施方針。
Abstract
This study is designed to investigate the development of managerial activities and competency of chief executive officers ( CEO ) or superintendents in major healthcare organizations. We used activity competency model ( ACM ) to perceive the importance of managerial activities, skills and knowledge required for them. A survey was designed based on ACM for data collection which includes twenty managerial activities and fourteen competency required to effectively perform these activities. Through personal interviews and questionnaire, the data were collected from ten CEO or superintendents for analysis. The results from this study implicate the setting organizational vision and mission, crisis management, positive ethical work and inspiring or supporting subordinates as the most important managerial activities; analysis and problem solving, leadership, communication and coordination and system thinking as the most important competency.
These results can be served as guideline for recruiting and training the chief executive officers of healthcare organizations.
