近年來因氣候極端現象造成全球經濟受到嚴重衝擊，因此，氣候變遷已成為全球新的議題與挑戰。物流運輸是造成氣候異常現象的主因之一，國際間紛紛採取行動與制定相關規範，也積極推動朝向綠色物流的趨勢發展，因此，強調永續發展的綠色物流概念因應而生。由於我國物流業的發展上，綠色物流尚屬於新興模式，多數企業與政府對於綠色物流之推行模糊，且我國對於綠色物流相關研究尚不足，有鑑於此，本研究為探討第三方物流廠商在實施綠色物流時，配合環境需要之評選指標，再分析評選指標之權重，藉以評估其重要性。
本研究透過文獻彙整出近年來第三方物流廠商實施綠色物流相關資料，並利用修正式德爾菲法(Modified Delphi Method, MDM)，針對產、官、學界相關專家進行問卷調查，並整理出專家群之意見，篩選出五大構面與二十一項評選指標，最後透過模糊層級分析法(Fuzzy Analytic Hierarchy Process, FAHP)，進行評選指標之權重計算。
研究結果顯示，「物流策略管理」為最重要之構面，表示專家群認為企業在推動綠色物流管理時，應首先注重公司的內部管理，才能有效降低物流對環境的衝擊；其次依序為「物流資訊科技化」、「綠色運輸」、「綠色倉儲」與「綠色包裝」。本研究最後對於未來推動綠色物流提出相關建議，期盼給予企業與政府作為參考之依據，進而實現物流朝向綠化的發展。

In recent years, extreme weather events have caused serious impact on the global economy. Therefore, climate change is considered to be a critical global challenge and new issue. Logistics and transportation is one of a major cause of climate change. International organizations have taken some actions and set up the relevant treaty and they also promote the logistics toward green development. The concept of green logistics of emphasizing sustainable development emerges as a result. Green logistics is a new concept in Taiwan, and many enterprises as well as government for implementating green logistics is indistinct. Furthermore, few studies have reported on green logistics at home. Hence, this paper will discuss evaluation of implementing green logistics indicators for third-party logistics providers and analyze the weights of the criteria for evaluating theirs significance.
Firstly, the research collected data related green logistics and investigate experts’ opinions from industry, government and academia by using modified Delphi method (MDM) via expert questionnaire. Then, the hierarchical structure of green logistics that concluded five major dimensions and twenty-one evaluation criteria was constructed. Finally, using fuzzy analytic hierarchy process (FAHP) to calculate and determine the weights of these criteria.
The results indicated that “logistics management strategy” is the most important dimension. It means experts considered companies should focus on internal management first that could reduce the environmental impact when implementing green logistics. In order of the other dimensions are “logistics information technology”, “green transportation”, “green warehouse” and “green packaging”. Finally, the research provide some suggestions for promoting development of green logistics to companies and government so as to realize the logistics towards green development.
