WTO不僅是全球唯一處理國與國之間貿易規則的國際組織，也是具有「原則」、「規範」、「規則」、「決策程序」的多邊國際機制。台灣與中國在2001年底陸續加入WTO之時，改革WTO國際機制的「杜哈發展議程」也同時展開。
由於「杜哈發展議程」的多邊談判，觸及各國敏感產業利益而難有進展，此時可彈性處理農工敏感產品的區域主義，遂成為許多國家偏好的另一種貿易政策選擇。自由貿易協定與區域貿易協定原本是WTO國際機制「最惠國待遇」所允許的「例外」，但WTO新回合談判卻讓「最惠國待遇」成為在區域主義下的「歧視待遇」。
中國利用區域貿易主義的「排他性」，使台灣無法參與區域貿易整合，讓台灣的貿易政策傾向WTO多邊主義。但台灣無論是參與多邊WTO國際機制或是區域主義下的優惠貿易安排，都受到外在限制；建立內部對於自由貿易的信念，是突破多邊與區域經貿發展困境的首要政策選擇。
中國除未積極投入「杜哈發展議程」的貿易規則談判，改革入世「非市場經濟地位」條款的限制外，也消極回應國際社會要求其共同推動「杜哈發展議程」改革的呼籲。中國入世後的貿易政策傾向可展現其大國優勢的區域主義，而非仍陌生的多邊主義；惟多邊主義有區域主義所無法取代的功能，中國最終仍將需要WTO多邊國際機制。
