自2002年政府推動「文化創意產業發展計畫」以來，各地方政府積極的引入民間力量，將公有文化資產再利用為創意產業使用，期待文化資產能因此創造經濟，達到政府節省開支預算之目的，同時宣揚地方文化政績。然而公有文化資產轉化於創意產業的過程中，著重於文化創意產業內容產生的經濟效應，忽略文化資產保存、維護和永續發展的重要性，引發文化資產管理維護不當、公共性不足等破壞文化資產價值之問題。
本研究以文化資產的保存維護為主，從三個思考脈絡探討文化資產轉化於創業產業之模式：一、透過文獻資料分析與整理，區分文化資產維護與再利用，以及文化創意產業的發展與內涵，是完全不同的思維概念；二、從我國不同時期的文化資產再利用政策分析其背後形成的原因，探討文化創意產業為文化資產帶來的利弊。三、分析與檢討《文化資產保存法草案》，從中對文化資產分級、分類制度提出建議，並建構一套文化資產轉化於創意產業之模型。
本研究結論認為，文化資產轉化為創意產業之使用並非錯誤政策，但文化創意產業也非文化資產再利用的唯一出路。掌握文化資產維護勝於修復與再利用之觀念，並建立文化資產分級制度，重新找回文化資產之公共性和在地根源，才能真正確保文化資產在轉化於創意產業或其他使用方式時，依然能展現文化資產的文化、藝術和歷史價值。

Since Taiwan government has implemented “Program for the Development of the Cultural and Creative Industries” in 2002, many local governments have encouraged investors to reuse public cultural heritage as well as to operate creative industries, they emphasized the economic benefit coming from cultural creative industry rather than the preservation and sustainability of cultural heritage, which destroy the value of cultural heritage and result in the less of publicity and improper management of culture conservation.
Hence, this research emphasizes the importance of preservation and conservation of cultural heritage from three perspectives. 1. Distinguishing the conservation and adaptive-reuse of cultural heritage from the content of cultural industries, and 2. analyzing the advantage and disadvantage of adaptive-reusing cultural heritage transformed into cultural industries policy in Taiwan, furthermore, 3. analyzing the “Draft Revision of the Cultural Heritage Preservation Law” and giving advice on grading and classifying cultural heritage in order to construct the model of transformation from adaptive reusing cultural heritage into creative industries.
In conclusion, the transformation from adaptive reusing cultural heritage into creative industries is not a wrong policy, but it is not the only way to preserve cultural heritage value. Recognizing the concept of conservation which presents publicity and region characters take precedence over adaptive-reuse as well as constructing the system of grading and classifying cultural heritage will ensure that the cultural heritage reveals cultural value, art value and history value.
