2007年美國爆發次級房貸事件，五大投資銀行之一的貝爾斯登(Bear Stearns)旗下兩檔次級房貸基金陸續倒閉，隨後2008年9月15日美國雷曼兄弟聲請破產保護，引爆全球金融危機。其後美國聯準會接管了房地美及房利美，保險公司美國國際集團(American International Group or AIG)爆出營運危機，接著正式宣告全球金融海嘯來臨，所引發的全球消費緊縮、景氣衰退、失業率飆高等問題持續影響著全球的經濟，而仰賴對外貿易的台灣更是受創甚重，曾以電子科技業為驕傲的台灣也陷入訂單不足的經濟困境。
近些年來國內 層出不窮的弊案醜聞裡，諸如博達、立霸等掏空公司的弊案，乃至新聞媒體黑心爆料，毒澱粉、香料、地溝油、棉仔油添加黃銅葉綠素冒充橄欖油等醜聞，從這些層出不窮的弊案中，我們不難發現商人為了創造自己的財富枉顧社會倫理道德與責任的承擔，這些造成社會動盪不安的事件，引發我想探究發生原因的動機。
本研究採問卷調查的方式對台灣北部與南部中小企業進行調查，共發出150份問卷，北部90份南部60份，結果只回收102份,102份內有2份無效問卷，因此只對100份進行分析研究。
結果顯示我國中小企業在規模大小/設立時間長短/產業別上，並無太大的差異，對企業社會責任這議題還有很多地方值得推展，畢竟我國在議題上才推動十多年而已，本研究希望據此研究結果能提供企業及社會大眾參考。

Subprime mortgage incident broke out in the States in 2007, there are 2 tranches of subprime mortgages fund collapsed one after the other under Bear Stearns --- one of the top five investment banks in the world; thereafter, Lehman Brothers declare bankruptcy on September 15, 2008, detonated the global financial crisis.
American Federal Reserve take over Fannie Mae and Freddie Mac compelled, American International Group (AIG) of insurance company broke out operating crisis, then violent commotion of global financial crisis is officially coming which affected consumer’s crunch globally, economic recession, unemployment rate soared, etc… Taiwan is much relied on external trade damaged heavily, especially for the once proudly Taiwan electronic technology industry faced by the economic difficulties of insufficient orders.
Moreover, there are many scandals emerged prominently in recent years, such as Bardon, Tyrants etc. emptied company finance; even news media exposed ruthless and lacking in conscience; poisonous starch, spices, cooking oil; cottonseed oil with brass chlorophyll feign to olive oil etc… We will find out easily these dishonest businessmen in order to create their wealth, in despite of both social ethics and undertaking responsibility. All of these variant events/scandals caused social unrest arouse me to explore with interest the reason.
This study collected questionnaires issued totally 150 copies, sent to SMEs on the northern of Taiwan in 90 copies and on the southern of Taiwan in 60 copies, only 102 copies back included 2 copies invalid. That is there are only 100 copies questionnaires to be made analysis.
After analysis, it shows that manufacturing industry and the cooperation established more than 20 years have significant responsibility concerned social issues. This study hopefully provide enterprise and public reference.
