中國與越南在過去交流的歷史上，出現合作和衝突相互交雜的情況，中越關係在歷史上曾一度降到冰點甚至發生戰爭。自 1991 年中越恢復外交關係以來，中國和越南發展一系列的合作發展項目也越來越多元。本研究透過現實主義的理論來研究胡錦濤時期中國對越政策，來觀察中國對越政策及中越雙方的互動。在胡錦濤時期中國對越政策基本延續江澤民時期的對越政策，出於中國「國家利益」
考量下希望與越南發展相對穩定關係，有助於中國整體發展以及使中國有一個相對安定的周邊環境；越南方面也希望擁有一個相對安定的周邊環境以利於越南方面整體發展，中越雙方在相同的利益上發展成「共同利益」。在胡錦濤時期中國與越南的關係呈現穩定發展的態勢，在各種領域交流上也越來越緊密。

China and Vietnam have a long history of both cooperation and conflict exchanges that have mixed together, but the Sino-Vietnamese relations have dropped very low in the past, even to the point of war. Since diplomatic relations between China and Vietnam resumed in 1991, China and Vietnam have developed a series of cooperative development projects. This study uses the perspective of Hu Jintao's (former President of the People's Republic of China) policy on Vietnam to examine China-Vietnam polices and the interaction of these countries. In Hu Jintao’s President of the People's Republic of China period, China's policy on Vietnam was basically a continuation of Jiang Zemin's policy on Vietnam. China's "national interest" expectations were to have a relatively stable relationship with a developing Vietnam, which would help China's overall development, and make for a relatively stable environment in the area surrounding China. Vietnam also hoped to have a relatively stable environment in the area surrounding its country to facilitate its overall development; in terms of similar development goals, China and Vietnam shared "common interests." In the period of Hu Jintao, the relationship between China and Vietnam showed steady development, and became closer in various areas.
