本研究以福利經濟、公共選擇觀點，探討鄰避特性、鄰避設施配置與效率及社區居民效用的影響。
研究所得主要有結論如下:
一、對政治優勢主導社區:
1.鄰避設施設置距離較偏遠使用成本增加，若須負擔較高設置成本亦有較高的效用。
2.人口增加造成擁擠效果，降低社區居民的邊際認知效用。
3.由社區所主導的鄰避設施設置數量、區位與柏拉圖效率判斷基準發生牴觸。
二、對弱勢主導社區:
1.若由政府對 社區所提供的補償須滿足社區居民主觀的認知效用和分攤的設置成本、鄰避設施負外部性及使用鄰避設施的使用成本的總和。
2.財富轉移方式的補償措施有助提升該社區居民效用，進而提供人口遷入的誘因。

In this study, we try to focus on welfare economics’s and public choice’s view to explore the NIMBY characteristics and impact on community residents.
This study has concluded as follows:
I.For the community with political advantages:
1.The more far from the NIMBY facilities setting location the more use costs will increase,Even more required to a higher set-up costs will afford to a higher utility also .
2.The increase in population caused by crowding effect will reduce the marginal community cognitive effects.
3.The community dominates the setting scale of the NIMBY facilities and location will occurs conflict with Pareto efficiency.
II.For the vulnerable community:
1.If the government offered compensation to the community must meet the community's subjective utility, setting cost, negative externalities of NIMBY facilities and the use costs.
2.The compensatory measures with transfer of wealth will enhance the effectiveness of community residents, thus providing incentives to move into the population.
