產業政策的制定與執行，不論是影響國家整體產業或特定產業發展，皆是形成國家競爭力之來源，一個考慮周臨全的產業政策更將有助於產業發展。
對於臺灣而言，自開始推動保健旅遊以來，試圖以臺灣醫療技術的知名度以及醫療設施完善的基礎，結合我國優質的美容醫學產業發展的優勢與經驗，在旅遊醫療產業中促進醫學美容與旅遊醫療的發展，期望為觀光業及以健保為主的醫療體系，注入一股新的力量。
因此，本研究透過產業分析、借鑑學術文獻評析與專家訪談方式找出影響臺灣美容醫學產業政策發展因素，透過訪談分析判別需要被改善的準則，之後以決策來建構需求構面間之網路關聯，並據此找出各構面及準則的支配與被支配關係後，對於醫療旅遊之醫學美容的遊客，提供政府當局及來訪國家與我國專業機構相關建議並進行協調，尤其針對安全法規部分之完備，以方便彼此獲得正確之資訊，提出改善策略。

The development and implementation of industrial policy are the source of national competitiveness. A well-considered industrial policy will contribute to industrial development.
For Taiwan, the medical cosmetic industry plays an important role in economic development. Taiwanese are proud of medical health system, medical technology and medical facilities. Taiwan’s government began to promote health tourism. They try to combine the strengths and experience of high-quality cosmetic medicine industry to promote the development of medical tourism. They hope the medical tourism to play an new important role in the improved development of tourism industry and national insurance care system.
This study tries to identify Taiwan’s cosmetic medicine industry development policy factors through industry analysis, literature reviews and expert interviews. We try to find improved factors through discriminant analysis and organize the network of each associated facet and its relationship. Finally, we want to present current information and recommendations for cosmetic medical tourism visitors, visiting contries and provided authorities.
