近20年來, 新興開發中國家的經濟呈現快速成長的趨勢,新興市場的發展廣受全球矚目。面對風起雲湧的全球新興經濟體,企業有必要考量分散風險、擴大海外市場及增加市場占有率以及拓展新興市場。然而,眾所周知在新興經濟體, 環境快速變化, 體制與政策都不穩定, 企業如何因應體制變局,準確透視其經貿脈動,如何與地主國(host country)政府交涉等和企業息息相關且都是產官學界所一致關心的重要議題;尤其是世界製造工廠的新興經濟體中國。中國政府為讓中國大陸從計劃經濟轉向市場經濟、從封閉經濟轉向開放經濟,在轉型過程中發揮先行作用,近30幾年來,設立許多經濟特區(群聚的一種),不僅在經濟社會發展方面取得了歷史性成就,且作為中國大陸改革、開放的試驗場。
再者,近年來,產業群聚已成為經濟政策的主導方針及跨國企業選址投資的重要依據。 且大多數產業群聚都集中在整體產業群聚對國家的利益且都是探討已開發國家,很少研究探討新興開發中國家或群聚內個別企業要用何種策略才能提高競爭力,這些都是本研究極欲探討的課題。
綜合上述研究背景與動機,本研究希望藉由探討新興經濟體產業群聚內企業的社會連帶關係、與地主國政府的良好關係是否能幫助提升廠商的體制正當性,進而提高組織績效。因此,本研究以大陸三個省份的紡織群聚的廠商為研究對象,前後兩次問卷調查和親自訪談26家當地廠商高階主管以了解理論是否跟實務接近。透過結構方程式模型(SEM)分析,幫我們確認出影響新興經濟體產業群聚內廠商的組織績效的關鍵因素。根據實證結果顯示,社會資本的強連帶、橋連帶、體制正當性與地主國政府的良好關係對體制正當性提升都有明顯的助益。且強連帶、體制正當性與地主國政府的良好關係有助於提升群聚內廠商的組織績效,但橋連帶沒有。結論和建議有助於企業從業者和學術研究人員參考。
Abstract
The recent 20 years, economic development in emerging countries shows a rapidly growing trend which receives a global attention. Facing such huge markets growing of emerging economies, not only need companies to consider risk dispersed but also expand overseas markets and increase market share. How businesses respond to institutional reforms, negotiate with the host government, and bargain with related industries is a crucial topic of concern for the industry, government, and academia, particularly with those in China, an emerging economy and a world-class manufacturer. To transform the Chinese economy from a planned, closed economy to an open market economy, the Chinese government establishes numerous of Special Economic Zones over the past 30 years, and have made historic achievements in the areas of economic and social developments.
Furthermore, industrial cluster has become the guiding principle of economic policy and an important basis of investing location for multinational firms. Most previous studies of Industrial Clusters concentrate on the national interest of whole industrial cluster and most of the researches were investigated by developed countries; only few studies explore the emerging developing countries.
In addition, only a few studies focus on what strategies to be used for clustered firms to improve their competitiveness, which will be researched on this paper. Accordingly, the purpose of this study is to explore the relationships among cluster, institutionalization, and organizational performance. Network ties and government relationship are used to explain the relationship. The results of this study suggest that network ties and government relationship have a positive relationship with the institutional phenomenon. Except bridging ties, the network ties, government relationship, and institutional phenomenon play a positive role in affecting the organizational performance. Conclusions and suggestions are made for business practitioners and academic researchers.
