台商赴中國大陸投資經由政策鬆綁後，使得前往投資的熱潮出現。對企業經營來說「成本」還具有隱藏性風險，如資訊不對稱、當地政策法規、語言、文化風俗等不確定因素存在。產業群聚理論之優勢，主要提及內部化組織的運作與資訊交流之利用，有效降低企業經營成本。經由產業群聚進行產業資訊交流，透過網絡互動和策略聯盟關係帶來競爭優勢，增加整體競爭力與市場競爭力。1990年代的台商具有資金、技術與政策優惠之優勢，並從東部沿海城市發跡以擴及至其他中西部省份之產業發展變化。然而當中國大陸產業政策轉變與當地企業的崛起背後，也使得台商紛紛面臨經營挑戰。

After China deregulates the policies of Taiwanese Investment in China, the investment in China has become a trend. For enterprise’s management, “Cost” contains hidden risk as well as uncertain factors, such as information asymmetry, location policies and laws, languages, cultural difference and tradition. The advantage of Industry Cluster Theory is to cut down enterprise’s management cost efficiently by making good use of internal operation and information exchange. Industrial clusters lead to industrial information exchange and bring competitive advantages through network interaction and strategic alliance relationships, increasing overall competitiveness and market competitiveness. In 1990s, with the advantage of capital, technique and beneficial policies, the industrial development pattern extended from the eastern coastal areas to western province of China. However, when Chinese government changes the industrial economy policies and local companies develops, Taiwanese Investment gradually faces managing challenges.
