國際合作是國際社會最重要的平台之一，有助於全球幾個國家的發展。 但是，國家之間的雙邊關係往往沒有永久的意識形態路線允許積極或消極的行動。
巴拉圭共和國是自1957年以來唯一與中華民國（台灣）建交的南美國家，擁有60多年不間斷的外交關係。 這項研究的目的是為了了解2003年至2017年期間巴拉圭對中華民國（台灣）的觀點。我們還要評估巴拉圭國會/議會在兩國關係中的角色，而最後我們也質疑將來巴拉圭是否會繼續支持與台灣的雙邊外交關係。為了進行這項研究，我們使用了根據次要材料分析和解釋的定性研究方法。此分析是從三個特定的時期透過巴拉圭政府的角度看雙邊關係。
數據分析表明，在前總統尼卡諾爾·杜阿爾特·弗魯托斯(Nicanor Duartes Fruto)執政期間，巴拉圭與台灣的外交關係是非常積極的。而費爾南多·盧戈總統(Fernando Lugo)任期則不同於這個時期，與台灣的關係更為脆弱，更為不穩定。然而，沒有數據能夠保證今後的外交關係會持續下去，但同時在歐拉西歐·卡提斯總統(Horacio Cartes)當前執政的這個時期，可以看出巴拉圭有明確的立場在國際社會繼續支持著台灣。

International Cooperation is one of the most important platforms for the international community, helping to the development of several countries worldwide. However, bilateral relations between countries, often do not have a permanent ideological line that allows positive or negative actions. The Republic of Paraguay is the only South American country that have diplomatic relations with the Republic of China (Taiwan) since 1957, with more than 60 years of uninterrupted diplomatic relations. The aims of this study were set out to understand, the perspective of Paraguay on The Republic of China (Taiwan) between the years 2003 to 2017. Also, we want to evaluate the role of the Paraguayan Congress/Parliament in the relation between both countries, and finally we also questioned if will Paraguay continue to support bilateral diplomatic relations with Taiwan in the future. To carry out this research, we used a qualitative approach with research based on the analysis and interpretation of the secondary material. The analysis focused on bilateral relations through the perspective of the Paraguayan government in three specific periods. The analysis of the data allowed to determine that diplomatic relations between Paraguay and Taiwan were very positive in the period of Nicanor Duartes Frutos. Dissimilar to that period, Fernando Lugo presidency, had a weakening and more instable relationship with Taiwan. However, there is no data capable to assure that diplomatic relations will continue in the future, meanwhile in the current period of President Horacio Cartes, it can be seen that Paraguay has a clear position to keep supporting Taiwan in the international community.
