研究內使用的文獻出自Friedmann及McMichael於1989年發表具有影響力的文章,指出兩大國際食物系統相關細節,第一次為1800年後期,第二次於1945年至1973年。我將其文章用於台灣農業部門的背景資料。第二次世界大戰後,在國際食物系統底下的第三世界國家,因依靠美國的食物救援而造就的飲食習慣及農業模式,開始面臨無法獨立生產足夠食物的問題。
這份研究裡指出台灣在日治時期底下設置的農業系統及農業研究機構如何在日本人撤離後被修改利用,和避免國際食物系統所帶來的負面影響的關鍵點。冷戰時期各國對於食物系統沒有提出全面的解決方案,但以台灣為反共產主義的堅定同盟國的關係下,促進美國對於台灣鄉村的援助,提供資金及專業知識幫助台灣重新建設農業部門。而在美國與台灣關係的共同利益下,農業部門的發展得以持續至今日。
Abstract
Taiwan’s transformation from an agricultural to industrialized country in the latter half of the 20th century has been the focus of many studies. These studies have yet to place Taiwan’s agricultural development in the context of larger international agricultural trends. Literature stemming from Friedmann and McMichael’s seminal 1989 article detailing two international food regimes, the first occurring in the late 1800s and the second from 1945-1973, will be used as a background to contextualize Taiwan’s agricultural sector. In the post WW2 era, third world countries under the international food regime would later face food dependency issues stemming from earlier American food aid support effecting diets and agricultural patterns. This paper shows how the agricultural system and institutions set up under the Japanese era were carried on and modified, and key to resisting some of the negative influences of the international food regime. Not discussed thoroughly in food regime literature is the importance of the cold war, and Taiwan’s position as a staunch ally against communism provided the impetus for American policy to aid rural Taiwan, providing expertise and funding to help rehabilitate Taiwan’s agricultural sector. Through these shared interests, agricultural sector’s productivity continued to grow throughout the period.
