美國在2009年歐巴馬（Barack Hussein Obama）上任後，推出「重返亞洲」政策，與亞洲國家交往頻繁。但是在阿富汗、伊拉克戰爭後，國內經濟力已不如以往，而亞洲的中國靠著廣大的市場及發展力在多方面迅速崛起，崛起的區域強權引起美國及世界各國的關注。但是美國的「重返亞洲」政策被中國視為是「圍堵中國」，既有的強權美國與崛起的強權中國，在亞太區域發展的關係，競爭及合作隨時間發展越來越多，而透過不斷訪問和交流，美中兩國關係更為緊密。

本文以歐巴馬上任後「重返亞洲」政策為中心，省視美國在中國崛起之下在亞洲及中國的政策，以及中國方面對於美國的亞洲政策是如何解讀，中國如何進行在和平崛起下對外交往制定的周邊制度，透過兩方對外政策觀察美中關係。

After Barack Obama took office in 2009, he developed the "Back to Asia" policy, which featured frequent exchanges with Asian countries. But after the Afghanistan and Iraq Wars, the domestic economy fared worse than in the past. The rise of China caused the United States and other countries to pay attention to China. But the United States' "Back to Asia" policy made Beijing believe that the U.S. was intent on "Containing China". Relations between the existing power, the United States, and rising power, China, will become closer as there are more opportunities for competition and cooperation, and as there are continuous visits and exchanges between the two countries.

This thesis examines the Obama government’s “Back to Asia” policy in the context of China’s rise. Furthermore, it describes how the Chinese interpret U.S. policy in Asia, speculate on China’s diplomatic policy alternatives, and predict the future of U.S.-China relations.
