人類社會邁入21世紀，隨著全球化而迅速帶來的人口壓力、分配不均與環境災害等，都使得各種公共議題變得不再完全能由傳統的政府來獨自處理；一直以來，非政府組織(NGO)在全球各種議題中所扮演的角色，也都關鍵性的引領著國家與社會的關係，在公民社會及國際治理這一塊的討論當中，NGO的發展進
程顯得越來越關鍵，甚至是一國是否達成民主、擁有人權的一項指標。
從鄧小平1978年改革開放後，指定的共產黨權力接班已過了三代。2012年，中國大陸兩會期間的權力鬥爭與嚴峻的經濟考驗，是否能揭示為中國大陸國家機器轉型的契機尚不可知；但不論如何，讓我們回顧到2008年當下，確實是中國大陸總結近30年經濟發展的一個時間點。如今，我們可以把該年中國大陸出色的表現做一個總結，那是一次將在北方舉辦奧運並向國際社會展示出的國家力量，出乎意料的竟率先在南方汶川地震的救災中發揮的淋漓盡致。
組合主義描述NGO與政府之間的相互依賴模式，是建立在交換的概念之上，而這其中最主要的內涵就是國家的法律、制度和規章；組織不能僅僅只是存在於與自身工作目標或與效率有關的專業空間之中，還必須要遵守外在的規範，這包括文化體系、道德價值觀等。也由於國家單位體制對於中國大陸NGO發展具有分類篩選的作用，使得非政府組織在發展的過程中，是否能具備以上的「合法性」顯得更為重要。
