本文以發展型國家理論所著重的「政府發展意志」、「官僚中立」和「產業政策」來討論台灣生技製藥產業發展的困境，並納入「歷史分期」以及「國際因素」輔以分析，藉此說明為何受到政府扶植的生技製藥產業在行之有年後，卻無法達到預期的成果。
一般討論生技製藥產業的發展困境多歸咎於 : 一、政府移植電子產業的扶植方式致生技製藥產業，造成以研發為本的生技製藥發展不良；二、因為受全球化和民主化的影響，以及為了使部會與廠商之間能有更多的合作彈性而實行組織去中央化，造成政府在扶植生技製藥時建立了過多權責重疊的部會。但如此作為卻造成資源無法集中而浪費。
本文並非全盤否定這些因素，但認為政府在各時期對於製藥業的扶植政策所形成的「代工思維」是造成這些發展困境的主要原因。並藉由生技製藥產業的討論，除了提供政府在未來藥業發展上必須正視的問題外，亦包括發展型國家理論未來發展之方向。

This essay adapted developmental state theory which focused on aspects of government’s developing will, bureaucratic neutrality and industrial policy to discuss the dilemma Taiwan has been faced in her biotechnology development. My research mainly is to bring historical periodization, international factors into the analysis to explain the reasons why the biotechnology pharmacy which has been fostered by government of Taiwan for years, could not cope with expectation.
Generally, the causes were organized to: First of all, the government copied the pattern of the past electronics industry to biotechnology pharmacy, unfortunately it caused the innovative character of Taiwan biotechnology pharmacy could not be fully mature. Secondly, due to the impact of globalization and democratization, the departments which were in charge of the implementation of biotechnology were initially decentralized for more flexibility cooperation between departments and business. The not-so-sophiscated coordination has caused government build many liabilities overlapping departments during the time the government tried hard to support the development of biotechnology pharmacy. But the whole situation ended up as being wasteful in concentrating on many major items.
This essay was not denying those causes, but asserting the major reason of failure was the “OME thinking” which has been shaped up in the past during the development of EE industry, however, the government did not adapt the new thinking of a total different pharmacy industry. Besides offering the analysis of the pre-existed problems on this subject, this essay also utilized the case of biotechnology to highlight the possible developmental direction as in developmental state theory. Hopefully this research result could be of help for the future Taiwan.
