本研究試圖解答影響立法委員權衡立法參與與選區服務的因素。首先，利用形式模型討論可能影響立法委員投入選區服務時間的因素，當然這也連帶影響立法委員在立法參與與選區服務的表現。這個理論模型顯示，立法委員真正關心的是選民支持度的下界，即選民的效用門檻，而不是選民結構。接著，本研究提出一個實證假說進行經驗研究，在實證研究中，除了沿用與文獻相同的變數之外，也加入其他與文獻不同的變數，特別是影響效用門檻的變數，來檢測其對立法委員在立法參與表現所產生的影響。本文以pooled資料的方式，對第八屆第一會期至第八屆第五會期的區域立委進行迴歸分析，實證研究結果發現：立法委員特質與選區特質兩者對立法參與績效都有相當程度的影響。

This paper tries to explore how legislators balance legislative participation and constituency service. First, we apply a formal model to explore the factors which can influence the amount of the constituency service time. Actually, the performance of legislative participation also has been affected by these factors. Using the formal model, we have the following conclusion: The legislator may not be affected by voter’s structure. Then, we present an empirical research to examine the relationship between the other factors and the performance of legislative participation. Empirical results indicate that the performance of legislative participation affected by the characteristics of legislators and constituencies.
