本文利用中華民國行政院主計處統計資料，以OLS迴歸分析方法，探討台灣1978年至2007年人力資本與經濟成長之長期均衡關係。再以共整合非齊一變異數檢定（Lee et. al.，2007），探討以政府教育經費支出、平均教育年限、高等教育粗在學率為人力資本代理變數，何者與經濟成長之長期均衡關係較具緊密的聯結。
在實證上，經由Johansen共整合檢定結果發現，分別以政府教育經費支出、平均教育年限、高等教育粗在學率代理人力資本變數，在5%的顯著水準下，皆為一組共整合向量。表示以上三種人力資本代理變數與經濟成長的長期均衡關係，均具有經濟上的意義存在。
藉由OLS估計的迴歸模型得知，分別以政府教育經費支出、平均教育年限代理人力資本變數，與經濟成長之長期均衡具有正向的關係，此結果印證以往文獻所得結論。但若以高等教育粗在學率代理人力資本變數，與經濟成長之長期均衡則呈現負向的關係。
最後以共整合非齊一變異數檢定的結果發現，分別以政府教育經費支出、平均教育年限、高等教育粗在學率代理人力資本變數，其以OLS估計迴歸模型之殘差變異數，依序為政府教育經費支出小於平均教育年限小於高等教育粗在學率，顯示政府教育經費支出與經濟成長的長期均衡關係較具緊密之連結變動。
綜合以上結果，為求台灣經濟持續穩定成長，政府應持續在教育領域中投入，以提高人口素質，增加人力資本累積。未來在研究人力資本與經濟成長的關係，亦建議採用「政府教育經費支出」代理人力資本變數，將更能反應與經濟成長長期均衡關係的連結變動情況。
