英美國家自 1970 年代以來開始重視教育績效責任，有鑑於國家資源的有限性，
人們主張大學在接受資源挹注的同時，亦須負起善盡利用之責，同時必須讓社會
大眾了解大學的運作成果，亦即其教育成效。然衡量教育成效實屬不易，在眾多
方法之中，建立教育評鑑制度被視為最直接有效的方式。各國開始針對國內的教
育體系進行一系列教育標準的制定，企圖透過一致性的標準以獲得客觀、可靠的
衡量結果，同時以週期性的評鑑確保大學教育品質之提升。
台灣受此風氣影響，亦於2007 年公布大學評鑑辦法，正式建立大學評鑑制度
之法源。在政府大力推行評鑑制度之下，現今的高等教育體系已經完全地被評鑑
制度所主導，形成一種評鑑文化。本研究所好奇的是，我國評鑑制度發展至今，
是否如同當初的理念，確實達到提升高等教育之品質？雖然過去對於大學評鑑的
研究發表眾多，從整體性的觀點來探討大學評鑑制度對於大學教育之影響的文獻
卻十分稀少。故本研究希望透過系統思考分析教育系統內重要的四個參與者：大
學、政府、產業及教師的互動關係，以探討大學評鑑制度所帶來之影響。
本研究以文獻資料分析法與訪談法蒐集資料，並以系統基模分析政府採取評
鑑制度所帶來之影響。經過分析，本研究發現評鑑制度在短期可以發揮督促之效
果，但是長期下來卻會產生許多預料之外的副作用，反而不利於台灣高等教育系
統之發展。最後，本研究嘗試從系統思考的觀點對於台灣現行的評鑑制度提出建
議，期望能改善目前評鑑制度所帶來之影響。

Since the 1970s, Anglo-American countries have begun to attach importance to
educational accountability. In view of the limited national resources, people advocate
the universities accept inject resources while also assuming the responsibility to make
good use of them, and must allow the public to understand the operation of the
University of achievement, that is its educational effectiveness. However, it is not easy
to measure the effectiveness of education. Among the many ways, building the
educational evaluation system is seen as the most direct and effective way. Many
countries began to establish a series of educational standards for the domestic education
system. They are in an attempt to get objectivity, reliable measure results, and periodic
evaluation through a consistent standard, to ensure the enhancement of the quality of
university education.
Taiwan was affected by this trend, and in 2007, we also published university
evaluation approach, the sources of law of the formal establishment of the university
evaluation system. Under the Government’s active implement of evaluation system, the
current higher education accreditation system has been completely dominated by the
evaluation system, which forms a culture of evaluation. It is curious that this study, our
evaluation system’s development so far, whether it has certainly enhanced the quality of
higher education as our original concept? Although in the past numerous university
evaluation studies have been published, there was little literature that explored the
university evaluation system’s effect on university education from a holistic point of
view. Therefore, this study is to analyze the educational system through systems
thinking within the four major participants: the interactions between university,
government, industry, and teacher. We use them to explore the impact of university
evaluation system brings.
In this study, we use literature analysis and interviews to collect data, and system
archetypes to analyze the impact of evaluation system by government. After analysis,
the study found that evaluation system can play a role of supervision in the short term,
but in the long run, it will produce many unexpected side effects, which are not
conducive to the development of Taiwan's higher education system. Finally, this
research tries to provide suggestions for the current evaluation system of Taiwan, from
the perspective of systems thinking, hoping to improve the impact that current system of
evaluation brings.
