1980年代以降，由於台灣本地原有的投資環境無法再繼續維持: 台幣升值，我國原有的出口價格相對優勢不再；工資上漲，環保及勞工意識抬頭，生產成本大幅提昇，我國的國際價格競爭力被東南亞及中國大陸等第三世界國家所取代。在此情況下，許多SME台商開始到東南亞投資設廠，早期以泰、馬為主，現階段則是以越南最多，這是因為這類外移廠商的特性和越南當時的產業環境相吻合。

以90年代初期為時間點，觀察當時台商外移的行為。從整體產業生態的觀點發現，雖然整體產業環境發生了同樣的變化，但個體會依照其組織主導邏輯做出不同的反應，但這類的反應又和各產業間的產業秩序形成有密切的回饋關係存在。例如紡織業內部又可以分成上游的原料業和中下游的製衣業。上游原料業的廠商數目少，類似異質寡占，廠商之所以要外移是要達成先佔的優勢，以避免制度完全改變候無法抽身。而紡織業中下游由於成立年代由來已久，產業內競爭程度激烈，產業結構平緩，利基空間各區域間並無甚大差異，廠商同質性高，往越南投資只是看重未開發的利基空間(歐盟對越南的紡織品市場)，但由於產業種演化時間已久，個體差異存在不大，因此不論是到東南亞何處投資，動機都相當單純—欲降低成本所必須擁有的勞工成本優勢。

製鞋業就不同了，因為雖然產業中的景觀傾向平緩結構，但產品種類繁多，利基空間並不一致，個體間的競爭雖也激烈，但卻有合作共同演化的趨勢，所以早期就一起前往大陸投資爭取美國市場；等大陸環境變化之後，又結伴前往越南爭取歐盟訂單，不過依賴的仍是勞工區位優勢。而食品加工業的產業景觀最為崎嶇和不一致，此時產業環境的變動對產業中個體的影響最小，各個體還是依其主導邏輯做出決定，所以看不出來到越南和環境變動有主要關聯。之後利用問卷的訪問方式發現訪問公司的結果應屬可信。並以生態學的觀念歸納出四種產業生態形式--單區平緩、多區平緩、單區崎嶇、多區崎嶇，和她們所對應的中小企業國際化模式—典範影響演化、共同演化、制度影響演化、個別邏輯演化。

In the late of 80s，the usual investment environment of Taiwan could not maintain anymore：NTD depreciated、labor wages increased、environment protection and labor management problems arose，the producing costs increased much more than the third-world countries，for example Mainland China and South East Asia countries，for those reasons Taiwan lost his price competence in the world market。In such cases，many Taiwan SMEs went abroad to the SE-Asia。At First，Thailand and Malaysia were preferred，then Vietnam had the most investments for Taiwan SMEs。
When we observe the direct investment behaviors of these SMEs，we found the internationalization of each industries can be analogize from each industry ecology。For example textile industry can be divided to the upper stream and downstream，The former
ones internationalize for opportunities ，and the latter went to Vietnam for survive。There are total four styles of SMEs internationalization，and each one has very close relationships for their own industry ecology。 Based on their characters of industries ecology environment、competitive members relationships and the affects from outside Institutional Environment，we find different ecology environment factors cause different internationalization behaviors for SMEs，that is，the same behaviors of internationalization of SMEs-direct investments in South-East Asia or Mainland China，derive from different reasons connecting with affects from many other outcomes。And the causes can divide to two major kinds-being survival or taking the first-mover advantages。
