中 文 摘 要
在兩極體系瓦解的同時，美國的外交政策也從原來「重歐輕亞」，轉向成為對於亞洲的重視。蘇聯的解體，使得歐洲的防禦不再是一項棘手重任外，加上冷戰時期以國際安全為主要國際事務考量的發展主軸，已經隨著二元體系的落幕而功成身退；取而代之的是以國際政治經濟為下一個世紀的思考中心。具有社會主義特色的中國改革開放後，在經濟與軍事上正以驚人的速度成長；再加上亞洲，尤其是東亞近幾十年來的經濟飛快成長的成果，使得美國必須重視亞洲這個區域的發展。因此自一九九○年代早期即對中國的興起均會討論到二個問題：第一是，中國的軍事與經濟力量增加有多快。第二是，世界如何看待中國，尤其是美國要如何回應這新興強權。
美國總統布希上任之後，即公佈了一連串迥異於前柯林頓政府一些新的優先事務、戰略及願景。雖然九一一事件使美國進行軍隊轉型及將重點放於東亞，東亞安全與繁榮關係著美國在此區域的利益，美、中、日及台灣問題，對於東亞經濟與政治秩序的影響深遠。在過去十年間美國面臨主要經濟、外交政策的挑戰之一，咸認中國在地位的提升與重要性日增及設法緩和和中國深恐後冷戰期間美日聯盟，旨在對抗中國的疑慮，同時又藉由強化美日聯盟具體作為對日本提供安全保障與承諾；在不改變當前對中國的政策前提之下，美國要如何克服面臨的困境。
本論文藉由「新現實主義」的研究，主要探討小布希總統上台後，美國對中國為何要從「戰略模糊」轉而為「戰略清晰」的策略？從夥伴成為競爭者，與前柯林頓政府的中國政策有何不同，為何會改變其政策？中國如何反制美國？而台灣在面臨美、中、台三角關係中會有何影響？
