主權財富基金，通常係指政府為了政策目標或產業經濟長期發展需要，籌措資金設立，並且以政府力量直接或間接主導的特殊投資基金；目前全球主權基金總計約有五十餘國擁有八十餘項共約20兆美元之資金。本研究是以國家創新體系為研究模型架構，從主權基金之發展歷程及在新興國家之演進等多角度探討，並分析新加坡淡馬錫控股公司與台灣國家發展基金之架構，再進行產官學等專家訪談驗證；並從最近輿論、專家與政府財經主管機關之看法，試圖找出台灣設立主權基金之架構與可行性方案，期待能為將來台灣設立主權基金之參考。
《研究設計》
本論文經由探討主權財富基金之興起、發展、中斷與再發展之過程，復以新加坡淡馬錫控股公司與台灣國家發展基金兩個案之研究，再進行質性訪談，再歸結論點，論述台灣設立主權基金之必要性與可行方案。論文研究將完成之際，適值國內新政府執政之始，各方提出有關提升產業國際競爭力方案，其中不少人士亦倡議設立主權基金；中央銀行及財政部亦有條件贊成，而本研究之題目，雖於兩年多前即設定，完成之際，恰逢其盛，頗為出乎意料，益使本研究議題，更具探討之意義。
《研究成果與貢獻》
研究結論為台灣應設立主權基金，並就其財源、定位、管理方式、組織、績效衡量等方式做完整討論與定案，並提出幾個建議事項：
一、衡酌當前臺灣政經狀況，設立類主權基金，較為可行
二、台灣如設立類主權基金，需制定合理管理與監督機制
三、台灣未來如果設立類主權基金，有關投資原則之建議
四、建構卓越互信企業文化，才能創造基金良好經營績效
五、基金之監理，務必落實執行所有者與經營者職能分離

Sovereign wealth funds , usually refers to government policy to long-term development needs of the target or industrial economy , financing the establishment , and directly or indirectly to government forces led by special investment funds ; the current global sovereign funds more than fifty countries have a total of about eighty item 20 trillion dollars of funds of about . This study is based on a national innovation system architecture model for the study , from the development process of sovereign funds and explore the evolution of emerging countries and other multi-angle analysis of architecture and Taiwan National Development Fund of Singapore's Temasek Holdings , and then to industry, government and other experts to learn interviews verification ; and from the nearest public opinion , expert opinion and government FINANCE competent authority , trying to figure out the establishment of Taiwan's architecture and feasibility sovereign funds , look forward to the future with reference to the establishment of Taiwan 's
"Research design"
In this paper, through the rise of sovereign wealth funds to explore, develop, and interrupt the process of re-development, re Singapore's Temasek Holdings and two case studies of Taiwan National Development Fund, then qualitative interviews, and then comes down argument, discussed the establishment of Taiwan's sovereignty and the need to fund a viable solution. Study on the occasion of the completion of the paper coincided with the beginning of a new national government in power, the parties have proposed to enhance the international competitiveness of industries related to the program, which many people also initiated the establishment of sovereign funds; Ministry of Finance and the Central Bank has conditionally agreed, and this study The problem, though that is set two years ago, on the occasion of completion, to coincide with its Sheng, quite unexpectedly, so that the benefits of research topics to explore more of significance.

Study concludes that Taiwan should set up sovereign funds,and to study its financial resources, location, management, organization, performance measurement and other ways to do a complete discussion with the verdict and made a few suggestions in mind:
- First, consider of current political and economic situation in Taiwan , the establishment of sovereign funds class , more feasible
Second, to establish Taiwan as sovereign fund class , need to develop sound management and oversight mechanisms
Third, Taiwan's future if the recommendation to set up sovereign fund class , the investment principles of
Fourth, the construction of the corporate culture of excellence and mutual trust in order to create a good business performance Fund
Fifth, fund supervision , be sure to implement the execution owners and operators of functional separation
