蝦養殖產業是越南主要發展產業之一，然而進口國零售商對於價值鏈中產品的安全認證要求正日益增加，認證可能成為進入市場的門檻。對於普遍屬於小規模生產體制的越南蝦殖業來說，取得認證的費用以及為了應對製程的改變所需投入的資金及其複雜度將成為巨大的成本，並將使越南的蝦養殖業在國際競爭中無法和其他生產國競爭。

本論文以文獻回顧法探討越南在養殖蝦的國際貿易體系中的發展，以及食品安全認證如何成為越南蝦養殖業的問題。研究瞭解到越南政府設立了第一方認證系統Viet GAP，並運用政府的行政及技術能力輔導養殖戶取得認證，以試圖解決養殖戶取得第三方認證較為困難的狀況。透過遵守VietGAP認證中規定的製程，養殖戶不僅提升了產出，技術的提升以及對於生產過程的改進也使養殖戶在未來能進一步地取得國際認證。

本論文認為，越南蝦養殖業未來的發展，透過強化集團認證的運用以及以收購業者輔助對於認證系統的監督，應能提高VietGAP系統的認證能力以及監督效力，而越南國內外多個認證系統的互相承認及整合也會是未來重要的發展方向。

Shrimp industry is one of the primary industries in Vietnam, while the increase of pro duct safety certification in industrial value chain. The certification will probably become the barrier to market entry. Small-scale shrimp farmers may lose the competitive advantage in global business because the expenditure of obtaining certification and process change will be the huge cost.

This research uses Literature review method, focuses on the development of Vietnam’s shrimp industry in international trade system and how food safety certification becomes the problem of Vietnam’s shrimp industry. Vietnamese government set up the First party certification system, Viet GAP, to support shrimp farmers getting Viet GAP by policy and technique and to solve the difficulty about farmers getting third party certified. Through following the process of Viet GAP, shrimp proprietors not only increase the production and technique but also improve the productive process to assist the proprietors acquiring the international certification.

This research finds it is likely to facilitate the verifying and overseeing ability of VietGAP by enhancing the application of group certification and the monitoring from the help of the acquirers, furthermore, the admission among multiple certification systems will probably be the crucial trend in the future.
