台灣人口結構迅速老齡化，十年後面對人口下降新的時代，這將是影響台灣未來發展的重要議題，台灣的老年人口比例從10％上升到20％，預計20年就能夠實現。台灣在民國82年9月的老年人口達到148萬人，佔總人口的7.1％，被聯合國界定正式進入高齡化社會，而因應高齡化社會的發展，在老人族群的增加，健康照護中心與安養機構的需求日漸增高，除了硬體設施的安全性、人性化與多樣性考量之外，軟體的考量如行政人員專業訓練、服務與照護人員、便利性與無障礙環境之考量卻也是一大重點項目。在老人健康照護管理，需要面對不同差異性的服務對象，也導致在照護服務人員工作上會面臨許多狀況，故需有堅強的毅力、愛心與耐心去從事，而針對此議題進行探討亦為必要。
本研究乃透過Ajzen(1985)所提「計畫行為理論 （Theory of Planned Behavior）」為分析途徑與架構，來對澎湖地區民眾在選擇老人照護機構的動機、態度與進住意願等加以探析，並發掘相關變項以對相關行為意向與實際行為，提供良好解釋及預測能力，以提供老人照護機構經營業者日後在經營規劃與行銷策略上參考。在「計畫行為理論」研究架構下，本研究係以澎湖地區民眾為研究對象，藉由308問卷調查過程，分析探討受訪民眾對老人照護機構進住意願現況，即探究對老人照護機構選擇行為之態度、主觀規範、知覺行為控制與進住意願間關係，且納入人口統計變項來瞭解其間差異，是否會對於老人照護機構選擇行為之態度、主觀規範、知覺行為控制與進住意願看法有顯著差異。在統計分析方法上，本研究係採項目分析、信效度分析、敘述統計、Pearson相關係數分析、多元迴歸分析(含路徑分析)、t檢定、單因子變異數分析等方法來探究之。
根據研究結果，本研究期以建立照護機構、長者與家屬、三者間之高齡照護供需關係，希望提供國內機構規劃投資開發營運，及政府對於老人照護機構健康照護政策的規劃做為參考。

While the structure of Taiwan’s population is changing, we will face the new era of members decreasing. This is a most important issue, which the ratio of elder people among the population will rise from 10% to 20% before 2035, and will affect the future development of Taiwan. Because the numbers of elder people in Taiwan had been 14.8 thousands at September in 1993 and the ratio is about 7.1%, so we had entered the Aging society according the standard defined by the United Nations. In order to response to the development of Aging society and the rising trends of elder people, we see that the demands about the health-care centers and nursing agencies are also rising. Not only the safety, humanity and diversity of equipment facility, the others soft factors are also required including the training of administration personnel, service and nursing personnel, conveniences, and free-obstacle environment. In the management of elder people healthcare, we ought to face the different kinds of subjects and thus let them to face the many situations. So the necessary requirements for them to have the spirits of endurance, love and patients. The topics toward these conditions are also be investigated.
The purposes of the study are investigating the Pengfu county subject’s motivations, attitudes, and entering intentions toward the healthcare center for elder people based on the Theory of Planned Behavior proposed by Ajzen(1985). By using the TPB as analyzing framework, we firstly find out the related factors and then to show the predictability for the behavioral intentions and hypothetical decisions and further to provide some suggestions of managerial practices and marketing strategies to healthcare organizations.
Under the research framework adapted from TPB, we collected the entering motivations toward healthcare center for elder people of 308 residences from Pengfu county. The contents of the questionnaire include the attitudes, subjective norms, perceived behavioral control and the choosing behaviors toward the healthcare center for elder people. When returned, we analyze the relationship and prediction among the research variables and also include the demographical variables as the analyzing units to test the differences. The statistical tools are item analysis, reliability and validity analysis, descriptive analysis, Pearson correlation analysis, multiple regression analysis, t-test, one-way ANOVA.
Based on these results, we expect the well development about supply-demand relationship among healthcare center, elder people, and families. And the related organizations of the healthcare center will be also helpful when considering the investigating actions.
