台灣的立法院發展至今，立委之選舉已經邁入了第七屆，從第二屆立法院的全面改選開始，台灣之立委才真正由台灣之人民直選產生。而到了第七屆，立委選舉不論在席次或選制上，都會進行大幅度的變動，所以從第二屆到第六屆，可以視為台灣立委的一個完整時期，觀察此一時期立委生涯發展途徑之表現，將有助於進一步理解台灣立法院之生態。
由研究顯示，台灣立委之生涯發展途徑主要可以分為四種：生涯型、跳板型、離散型，與兼具生涯型/跳板型。而台灣立委在第二屆到第六屆之生涯發展表現上，以生涯型為主要發展方向之立委有逐漸增加之趨勢，而跳板型與離散型之立委則逐漸減少。
從台灣立委生涯發展途徑之討論，可進一步探究台灣立法院所扮演之角色與功能。因為生涯型發展之立委逐漸增加，顯示台灣立法院可能在專業立法之功\能上，有更為加強之趨勢；跳板型立委之減少，則與立法院在人才甄補功能之縮減，有密切之關係；總合上述，可見台灣立法院正朝向發展成為更為健全專業立法功\\能之國會，且立法院之自主性，也因為國會在專業立法功能發揮上之健全，而更為進步。
