現代的帝國主義不同於過往槍砲廝殺的描繪,相對的則是轉變成為經濟壓力作為
主要手段的新帝國主義( neo-imperialism )。中國大陸與泰國有著悠久且複雜的歷史關
係,最早可追朔到至清朝所建構的朝貢體系( tributary system )。近年來中泰的經濟關
係則是更加緊密結合,特別是在一帶一路倡議中( BRI ),泰國成為中國大陸建設跨
國高速鐵路、發展經濟特區( SEZ )以及設立孔子學院的首選地區。
是此,本研究主要關懷中國大陸的經濟外交策略對於泰國政治與經濟的影響,特
別是對於大城市所帶來的衝擊。目前泰國共有十個經濟特區可用於與中國大陸的商務
往來,以及十六所孔子學院來增進民眾對中國文化的認識。在此之中,一帶一路倡議
又會為泰國帶來哪些利弊得失?其中是否反映出中國大陸對外直接投資的戰略?同時
也狹帶著魅力攻勢策略 / 軟實力( Charm offensive policy )?抑或試圖在東南亞打造另
一種新自由主義?而泰國政府又應該如何因應?
Abstract
The so-called imperialism in modern times comes with neither gun nor powder,
totally different from what is portrayed in the past. Instead, the neo-imperialism is
characterized by economic pressure. China and Thailand share a long and complicated
history dated back to Qing dynasty with the tributary system of foreign relations. With
Chinese Belt and Road Initiative (BRI) project, Thailand is one of the favorite destinations
for the projection of China’s high-speed railway, Special Economic Zones (SEZ), and
Confucius Institutes. This dissertation aims to study the impact of China’s SEZ and its
Confucius Institutes on Thailand’s political and economic aspects, especially in big cities.
There are now ten SEZ for Chinese business destination and sixteen Confucius Institute
serving to enhance the perception of Chinese culture. What are the advantage and
disadvantages of BRI in Thailand, which has been associated with China’s Outward Foreign
Direct Investment Strategy and Charm offensive policy? Is BRI another kind of neoliberalism
in Southeast Asia, in this case, Thailand?
