我國海岸觀光開發案日益增多,因此,永續觀光發展的概念,將必須被重視。永續觀光發展關係著環境、社區及經濟相互依存的課題與政策,其目標旨在增進及保護環境符合人類基本需求,滿足現代及後代觀光需要,並且改善全人類的生活品質。永續的觀光產業發展乃是現今主流趨勢,於永續發展目標下,將大眾型式之觀光進行轉變,觀光地區規劃係整合觀光客、環境資源及社區發展間和協發展。然而大眾型式的觀光往往形成遊客過度集中於例假日,造成尖峰期之據點、交通及設施承載量不足;且過度擁擠使遊客遊憩體驗滿意度下降,甚至帶來自然環境破壞,導致空氣、水及土壤污染,干擾野生動物棲息,改變當地社區文化特質等。觀光地區規劃需考量發展課題,整合產業發展,特別重視環境及經濟的永續經營。因此如何確認最適當的活動、總量和發展模式促使海岸觀光資源能夠永續發展,使資源能夠發揮其最大效益,為整個發展永續海岸觀光遊憩之重要課題。
本研究透過文獻歸納、內容分析、FDM、FAHP、及IPA等研究方法發現:(1)臺灣海岸觀光遊憩永續發展績效評估須將氣候條件因素納入指標考量。(2)管理與政策以及環境與生態構面是影響臺灣海岸觀光遊憩永續發展績效評估之重要指標。(3)透過FAHP獲取影響臺灣海岸觀光遊憩永續發展的前15大要素,整體累積權重值達71.78%。(4)氣候條件、遊憩產業規劃、生態復育系統、當地人的參與政策、以及居民就業機會為影響臺灣海岸觀光遊憩永續發展的前5大要素。(5)由修正IPA方法發現經濟與發展以及環境與生態構面是目前臺南市安平地區發展永續海岸觀光遊憩所需優先考量的改善重點。(6)由IPA方法發現環境與生態構面是私部門及公部門一致認同目前臺南市安平地區發展永續海岸觀光遊憩所需優先考量的改善重點。
Abstract
Our coastal tourism development projects are increasing. Therefore, the concept of sustainable tourism development will have to be taken seriously. Sustainable tourism development is related to the issues and policy of environment, community and economic interdependence. The aim is to promote and protect the environment to meet the human basic needs, to satisfy the sightseeing needs for the contemporaries and generations and to improve the life quality of all human being .Sustainable development of the tourism industry is nowadays mainstream. For the sustainable goals, the popular tourism type will be changed. The plan for tourism districts is integrating tourists with environmental resources and community development harmoniously. The popular tourism type often causes the concentration of tourists in holidays and peak hour causes the transportation and facilities capacity weak. Overcrowding makes visitors' satisfactions of the recreational experiences decline .The weak capacity of base infrastructures destroy the natural environment, results in air, water and soil pollution, disturbs wildlife habitat and changes the local communities' cultural characteristics. Tourism district planning needs to consider the subjects about the district development, integrate with the industrial developments and specially emphasize environmental and economic sustainability. Therefore, how to confirm the appropriate activities, the total amounts and the development modes to promoting coastal tourism resources to sustainable development is the most important issue for the sustainable coastal tourism development, which can make resources maximize their benefits.
This study is summarized by literature review, content analysis, FDM, FAHP, IPA and so on and founded these: 1.The evaluation Models for Sustainable Tourism and Recreation in Taiwan Coastal Area should be integrated the climatic factor into the indicators. 2. Management and Policy as well as Environment and Ecology Construct are important effected indicators for Performance Evaluation Models for Sustainable Tourism and Recreation in Taiwan Coastal Area. 3. By the method of FAHP, get the top 15 elements effected Sustainable Tourism and Recreation in Taiwan Coastal Area and accumulated the weight of 71.78%. 4. Climatic conditions, Recreational industry planning, Ecological restoration system, Local participation policy, and Local job opportunities are the Top 5 affected factors for Sustainable Tourism and Recreation in Taiwan Coastal Area. 5. By the method of IPA , Economy and Development and Environment and Ecology Construct are the prior considerate focuses to improve Sustainable Tourism and Recreation in Tainan Anping Coastal Area. 6. By The method of IPA , public and private sectors unanimously agree with that Environment and Ecology Construct is the prior considerate focuses to improve Sustainable Tourism and Recreation in Tainan Anping Coastal Area.
