中華民國在台灣，目前所面臨的戰略瓶頸在於，無法加入國際安全體系，台海戰略縱深不足等不利情勢。後冷戰時期的亞太安全架構，雖有傳統權力平衡之安排，以及新興多邊主義安全體系之建構，然而均存在相當的缺陷，面對此一外在情勢，就戰略規劃而言，我國自然不能僅以外部力量來取得安全之保證。為求突破現存之困境，吾人必須將地緣戰略思維擴大至區域，乃至於全球的觀點。事實上，若能結合強權利益，在地緣戰略的遏制點上，尋求足以影響強權的基底，則在軍事戰略選擇上，將有效促使我國利益與全球利益結合，而此關鍵點，即在於南海。
就海軍而言，其任務特性包括軍事、外交、警察等三項，面對上述情勢，若我國能在南海地區，選擇維護航行自由、打擊海上犯罪等國際正義行動，以艦隊存在於南海的實際效能，運用守勢嚇阻、彈性反應、前進防衛、戰力持續等作為，建構我國海軍在南海的權力地位，充分結合國際強權在南海的利益。則極有可能形成，我國為國際利益保障的公共財提供者，使我國能有效參與國際體系，成為權力遊戲的主要參與者，則應可落實我國南海利益的保障、有效連結南海與台海，使戰略縱深無形中擴大，應為海軍戰略發展中的重要思維。
而就目前南海情勢而言，中共的海權擴張，看似對我國並無立即性的威脅，然其真正的因素，在於中共方面以中國人防守中國土地的認知來看待我國戍守東、南沙的事實。另一方面東協、日本、美國等建構的安全體系，目前我國難以加入，更不足以藉此來構成確保自身安全之憑據。故我國最佳的因應戰略在於妥善處理兩岸關係、強化南海利益與台海利益之結合。除此之外，兩岸之間唯有南海利益，似乎是普遍缺乏共識中的共同利益之所在，而海軍的主動性戰略作為，正足以擴大並保障此一共同利益的落實。以南海利益為共同點，妥善處理，似乎對建構兩岸互信，提供另一條選擇路線，此點亦為研究本議題過程中，獲致的邊際效果。
