論文摘要
本論文以政治互動模式研究兩岸自1995至2000年之互動關係，在環境因素方面，從本論文研究發現，國際因素，尤其是美日等國因素，對兩岸關係之影響相當重要，美方以三支柱架構之兩岸政策，有其長期性及一貫性。而「美日安保新防衛指針」的簽定、周邊有事法案之實施、TMD之規劃、軍售武器給臺灣，都會影響兩岸政治互動關係，此一廣義之三角關係，美方其實是居於關鍵角色，臺灣及大陸方面都希望美方支持，但是也都希望美方不要干涉己方之政策。歐盟及東南亞，相形之下就成為次要角色。在台灣因素方面，由於歷史之悲情意識，所以強調臺灣之主體意識，即是臺灣不與中國大陸一體，獨立於中國大陸之外，從心靈之認同感而言，就是區隔大陸之中國人及臺灣之臺灣人，以族群來區分其政治信仰及認同，當族群對政治人物動員，就極容易產生反中國之意識型態及心理。此種心理配合語言及文字發酵，造成臺灣主體意識與大陸分離之意念及作為。在大陸因素方面，基於民族主義之情感因素；在港澳回歸後之統一使命感；是基於大陸領導人在歷史上留名之榮譽感；經濟建設及國家現代化之考慮，使得大陸對於兩岸統一具有急迫感，至少不希望臺灣從中國分離出去。
以時間序列來看，兩岸自1995年提出江八點及李六條後，有可能對兩岸新一階段互動關係提出一個穩定架構，可惜自1996年李前總統訪美後，大陸對政治情勢及國際關係之判斷，以致於推遲兩岸兩會協商，並且有軍事演習等相互敵對之作為，導致兩岸政治互動契機一閃及逝。自1997年大陸與美方達成高層互訪之後，大陸方面願意與臺灣方面展開新一階段之政治互動，而臺灣方面雖然以不同說詞如從那裡中斷，就從那裡起或是先事務後政治之協商模式，但是雙方經由長一時間之兩岸兩會函電往來及副秘書長、秘書長層級之協商，終於以會晤方式，讓辜汪兩老進行會談，並且以邀請汪道涵會長到臺灣訪問，達成四項共識。可惜地是在1999年臺灣方面提出特殊國與國關係（兩國論），使兩岸關係好不容易暖機之協商機會又再度失去，以致於2000年仍是處於冷處理，而總統大選後，基於大陸方面對於民進黨之不信任，目前仍處於「聽其言，觀其行」階段。
架構環境及歷史因素分析後，本論文以互動模式進一步探討政治互動過程難題有政治定位難題、恢復協商難題及結束敵對狀態難題。而本論文嘗試提出解決方法有在兩岸政治定位難題解決模式方面，有三種模式：邦聯模式（共尋一個共同之屋頂）可以考量作為兩岸未來政治定位處理方式第一種模式；一國兩制模式，若是虛化主權，承認統治權，可以成為兩岸定位模式第二種；一國良制，在一國之基礎上，探討良好制度，其實和一國兩制也有相容性，可以列入是第二種。歐盟整合模式，可以考量作為兩岸政治定位之第三種。其中以經濟整合模式之外溢效果較具可行性。在兩岸恢復協商難題解決模式上，則有透過兩岸論壇累積共識，增加互信、透過第二管道，增加溝通機會及持續推動第二次辜汪會晤，此三者在現行環境都有其適用性及侷促性。在兩岸結束敵對狀態難題解決模式則有推動兩岸和平協定之簽訂、兩岸軍事互信機制、亞太多邊安全機制等方式。
